War on the Sea has some good modded campaigns as well. Those are actively developed, and the developers basically just gave them the maps of the atlantic and med to play with as well.

The AI also doesnt evade or anything until they spot the sub or the torpedoes. As a player if you cant see anything you can start evasive maneuvers against that, but sometimes you cant evade it. Thats just how subs are and should be imho. CV play is pretty good. You launch planes on the map, and then go into combat with the planes. If your CV is in a combat scenario you did it wrong. It also cant launch while in it.
My all time favourite naval game is even older than these - Strike Fleet, which I played on the Amiga ~1991/2. Only a limited number of scenarios, but really immersive (especially when the Russian bombers launched a huge volley of Kingfisher missiles at your convoy). Cautiously optimistic about Sea Power, which has just gone in to early access.
It doesn't matter if War on the Sea is forgotten by its developers. It has a very vibrant modding community. Tokyo Express Mod, Dutch East Indies Campaign, and Indian Ocean Campaign are some of the excellent mods. It even has the Atlantic, Mediterranean, and the little-known naval campaign of the Continuation War.

To answer your question; yes, as you have to maintain supply of Malta. Note that the mod is not historically accurate though as for example, the Axis have fleet carriers.

Carrier Battles: Guadalcanal is almost the same game. One more Q re War on the Sea. Is it true that a lot of the game involves subs and ASW? I have the game but hearing that made me get other games. The submarine warfare is not as sophisticated as dedicated submarine sims, but the basic principles are there. Some aircraft can be equipped with depth charges for ASW. As to the frequency of enemy sub encounters, you pretty much have an idea of their numbers based on the order of battle.
688 and its sequels Sub Command and Dangerous Waters are still the best naval sims ever made, by a longshot. And the new Sea Power is a direct spiritual successor Fleet Command - it's kinda the exact same game, just updated to today's technology (which is a wonderful thing, to be clear). All four of those games were made by Sonalysts, a contractor that makes professional combat sims for the Navy.
I'm one of those that came from the highly experienced pool of multiplayer players doing player vs player in Janes Fleet Command. Revisiting the single player experience is nice to an extent but nothing beats going up against human opponents. Still possible to do if adjust some network settings and run the same version of game (Janes version with Janes, SCS version with SCS). Be aware of the Naval Warfare Project mod. They are the primary mod that did the most good in updating the game and what is recommended to use currently.

(although i have to admit that for "naval inspired" gameplay, i find myself more interested in big space battleship games like star hammer and battlefleet gothic...) *love* seeing mare nostrvm, here. its devs had made a *fantastic* chariot racing game called qvadriga a few years before. and can battlestations pacific be in that list ?
Really wish you could still find 12 o’clock high. That was my first war game. It was probably a bit much for a 9yo though. I’d love to revisit it now that I could actually understand the full depth of the game.

I wish there were more World War II Atlantic theater naval focused tactical games. Commanding a sub is fun but I would love more games where you're commanding convoys or wolfpacks instead of a lone ship or sub. Generally I prefer 16th to mid 19th century naval or Cold War and modern era naval wargames but of the World War II naval theaters I'm more interested in the Atlantic then the Pacific. I'm surprised none of the Harpoon games made the list.

Isn't War Over Vietnam made by this John Miller guy? I played one of his games similar to this on mobile but it was simply tutorials and set in a modern Korean conflict.
John Tiller who sadly passed away but his legacy is continued by WDS. I think you may be referring to the Modern Air Power Demo they have! But not quite sure. I'm learning a few of their games currently.

Yeah, Sea Power is simultaneously one of the most exciting and disappointing games I've ever bought. It's got a really long way to go but what is there bodes really well for the future I hope we get.

Get the NWP mod for Fleet Command... it solves all the unit count issues... also adds new behaviors for the weapons....

I love Fleet Commander: Pacific. It is based on Avalon Hill's Victory In The Pacific board game. I have even done my own video replays for this game.
