Additionally, rather than the "Nightmare" text in his teaser, he has "OUT OF ORDER," and he has an 87 in his eye. I feel like this is implying that the 87 event is why he was Out of Order, the same conclusion you came to. Additionally, going back to the Crying Child being responsible, there's an "IT'S ME" that can appear on his Out of Order sign, with It's Me being representative of the Crying Child... I feel like this hints at the person who says "It's Me" is why he's Out of Order. And, inputting 1987 gives us Yellow Bear's jumpscare, who is believed to be the Crying Child's main vessel during FNaF 1. Then there's FNaF World, a place created from the Crying Child's subconscious. Similar to how Help Wanted's mobile port has Princess Quest I, FNaF World mobile has a character reveal that they "caused" (as in, orchestrated) the Bite of '87 to occur. BouncePot appears alongside two of the three animatronic recolours in UCN, with Bouncepot replacing Redbear, who's a pun on Fredbear, the animatronic who bit the Crying Child. As for the 1987 victim being unconscious, Phone Guy only knows that the victim was unconscious the last time *he* checked. We don't know how long ago that was, and they could've woken up from a month ago, to even a day or two before Night 4 or 5 of Ralph's final shift. Since damage to the frontal lobe induces memory loss in some cases, it's possible this is why Movie Mike seemingly forgets everything about his past and Freddy's... (that... or he's a robot... or both... )
I'm pretty sure the 0 AI thing isn't meant to have any lore significance, but is rather just for the sake of gameplay, because without Foxy an integral part of the gameplay loop is lost, as all of the Custom Night challenges without him would become too easy as well as making BB pointless if active without him. There's also simply the fact that the way is AI works isn't the usual comparison of his value vs a randomly selected value for movement opportunities, but rather a timer that increases at a speed based on itself and his value as a factor to how quickly it will succeed if he's not checked on often enough. He specifically has to have his functions forcefully disabled entirely rather than simply being set to 0 on Night 1 because of that, and that special disable only exists for Night 1, which is why he's always active on Night 7 even at 0 for previously stated reasons as well as every unintended Night, be it Night 8, Night 27, or Night -123.

Feels kinda odd to have a character that works differently to every other character in the game, and to have that be unimportant in any regard to the story, plus the light flash thing mentioned in The Week Before... so I don't see why the 0 AI part of his mechanic can't be story relevant when the other part of the mechanic is.
The reason Fredbear wouldn't have received the condemnation from the Big Bite would likely be because he didn't actively bite the Crying Child. Someone else put him in his mouth. If Foxy walked out of the parts and service area and bite someone, I doubt classic Foxy would be the one who returned with the rest of the band. They would have kept him as Funtime/Toy Foxy, aka Mangle. They redesigned him because he was too scary. If he actually bit someone, that would be worse than being too scary.
