This is anything but symbiotic. Africa doesn't necessarily need railroads, but China wants ored. China sells their railroads to Africa and send Chinese workers who are otherwise unemployable. The railroad buildout employs very few Africans locally and when China is done exploiting their ores and other resources, African would be holding the bag.

My point is the ultimate goal of President Xi is to help Africa become economically powerful and one day becomes a major trading partner of China. This can't happen unless Africa has the infrasturer its needs to develop its economy. That's why the Chinese call it a win-win cooperation. There was an African joke in the 1990's. What is the difference between Colonialism and Neo-Colonialism.
    - In Colonialism the Multi-nationals had to invest in building and maintaining transport infrastructures so they could exploit the primary sectors of Africa run them thru the collective west secondary sector and sell their products in the African markets. The locals could sometime use those transport infrastructures for their own dosmestic needs.
    - In Neocolonialism it was the local governments that had to borrow money from the colective west financial institutions to build and maintain their transport infrastructures with high cost collective west infrastructure expertise so the western Multi-nationals could exploit the primary sectors of Africa run them thru their secondary sectors and sell their products in the Global markets.
    - Now that the collective west have outsourced a huge part of their secpndary sector to the emerging economies, their main source of profits from the exploitation of Africa is in their financial sector. So now that China has step in Africa with the best quality/price ratio in infrastucture contruction and maintenance expertise and the lowest rates for borrowing in the world's financial market. We can be sure that western Big money is talking and a lot of big BS is running in the western Big Media.

Guinea, on the Western side of Africa, is a long way from China. Therefore, a long ship route going through the Suez Canal & around Southeast Asia is required, or south around Cape Horn. Either way is far & hazardous trip. These shipments cannot be cheaper than from Australia, just across the sea.

But there is high economic risk doing business with Australia. If the US tells Australia to stop selling ore to China, or to do 'x', Australia will follow. It is a colonised country without agency of its own. By contrast, Africa is fully sovereign and are not puppets and slaves of the US. When an African country gives its word and signs a contract, it can be counted on to keep its word, not so the West.

The Chinese must give themselves all the guarantees possible to ensure that the terms of the contracts are respected, on the African side. I don't know if it's addiction, trickery or stupidity, but our leaders are not always reliable. The USSR led bloody battles for the independence of some African countries. Once this independence had been acquired, these same leaders turned to the ex-colonizers to chain themselves again via debt.
Less than two decades, our infrastructure has exploded, with sustained economic growth thanks to Chinese investment, so I would like that to continue for the benefit of both parties.

China and Africa are building together and both countries are benefiting together. So what’s the problem? Africans have suffered enough from countries who think Africans are not fully humans and they must control and manipulate them to take gold, minerals and all their natural resources and then turn around to criticize and laugh at their economic and health disadvantages. Enough is enough!! Change MUST come now for Africans and justice must be their cry now after more than four hundred years of suffering. Africa, don’t give up now, change is here, keep change alive for memory of your ancestors before you and also for generations to come.
