He's cupping his hands by rolling his right hand into a half circle fist and then covering it like so with his left hand and then putting his tongue at the top of his mouth and then making a falsetto noise while making sure the air comes out of the space under the upper teeth. Learned this from tom thum who could do the same so that's probably what he did.

Intelligent hip-hop fans would do well to learn more about the jazz quartet who, in imitating horns and woodwinds, inadvertently created both doo-wop and birthed hip-hop as well.
The Mills brothers were a class act for decades and their timeless music and tight harmonies always makes me smile.
