It IS in the hands of the people. A person must be indicted by a jury of his peers in the grand jury, then is tried by a jury of his peers, which his lawyers have just as much right to choose as the prosecution does. What about that isn't being done by the people? Are you saying that people should only have juries that are of their political party or their supporters? "WASHINGTON - President Barack Obama acknowledged Friday that "civilians were killed that shouldn't have been" in past U.S. drone strikes, but said the administration is now "very cautious" about striking where women or children are present.
Obama was asked at a news conference about an increase in the number of people targeted in drone strikes against extremists in Libya, Syria, Somalia and elsewhere.
"In the past, there was legitimate criticism that the legal architecture around the use of drone strikes wasn't as precise as it should have been," Obama said. "There's no doubt that civilians were killed that shouldn't have been."
He added that over the last several years, the administration has worked to prevent civilian deaths.
"In situations of war, you know, we have to take responsibility when we're not acting appropriately," Obama said.
Recent drone and other airstrikes against extremist targets have killed large numbers of people. A strike on an Islamic State training camp in western Libya in February killed more than 40 people; a drone strike in Somalia against al-Shabab on March 5 killed 150 people. Another drone strike, in Yemen in February, killed dozens." 2016.

@@johncooper7663 There is this thing called "Statute of limitations" While it varies depending on the statute the general rule is that it is 5 years. This means that if i was a drug dealer 10 years ago and the government found out about it today. They could not bring charges against me. Because it is outside the statute of limitations.
I believe what the original poster is referencing are the cases where they are ignoring the limitations and/or bootstrapping it past the limits by claiming a continuation of a criminal act that he is not charged with.
An example of a boot strap, following the hypothetical, would be they charge me with dealing drugs after 10 years because someone that bought drugs left them out and a child ate them and died from it. While the sale was outside the statute the child dying has a new limit. They would attempt to apply the new limitation to the old crime. In most cases the court would laugh at them and throw it out. If the court decided to hold the case, then it is grounds for appeal.

Basically if it's from Executive Branch since the President is the head he can influence it and if it's one of the other branches it seems like one branch trying to influence/impede the Executive Branch. Another problem is what we are already witnessing with people in power who turn out to be either activist types or just people who have an agenda against the other side or person, what's stopping those types from influencing a supposed independent counsel?
Overall the thought that an independent counsel should be set up for the Executive Branch is ludicrous considering the various problems it could likely have on the power of the Executive. More so if there are already measures that can take place such as impeachment in which case afterwards the former President could be tried criminally if required.
