If you're visiting I would highly recommend it, but it's just one of those things as a "local" I keep saying I'll do but haven't gotten around to, 😂😂😂. That $20 goes a lot farther everywhere else.
I visited to the deck (not the balcony) once when Taipei 101 was the tallest building in the world. I am not sure if visiting the second time is worth it.
