you have a 7 cubic foot freezer you can add 21lbs of unfrozen food at a time (optimally) you want to add more then wait a few hours until the food freezes.

Well, your freezer isn't freezing. Freezing is 0 and below for Celsius and 32 and below for Fahrenheit.
I like for a freezer to be between 1 to 5° below zero.
