Shame about the empty properties. In the Caribbean I understand that if you have land and dont pay your taxes the government take it back.
Even in the UK, the government is clamping down on any empty properties.
The government should send out announcement that people in the area will need to start to pay taxes on empty properties. If no response after a period of time, take the properties back and sell to local people.
