Honestly, I would not mind if either A) It's healing on hit were to be buffed from +3 to +9 were to be buffed in exchange for no automatic healing while deployed and also having a slightly lower firing speed (maybe from around 5% to 15%, I do not know) and a faster switch to and away speed for it or B) Lower clip size and trade out the healing penalty.
With the former, using it becomes much more of a commitment, and it requires more aiming prowess while also being something you can swap to and away from rather easily. The latter just simplifies the gun into something simple, you can choose to hit your shots with it because you have less shots to hit with, but at least you no longer have to worry about it impacting your healing.
the first one makes no sense at all. The medic's regen really isn't that impactful anyway, and having it only go away when the gun is deployed makes it hard to imagine it as much of a commitment to use. The switch speed buff is also antithetical to this idea. Not to mention that firing speed penalty is barely anything. It wouldn't prevent the medic from being essentially unkillable while he's shooting at you, +9 is insane on an automatic weapon.
@chuckled125 Then, apply the removal of passive healing passively instead of while in use, remove the switch to and from speeds while also decreasing the healing from shots hit to +6 or +5? Decrease the reserved ammo while upping the clip (should I call it a clip? I'm going to call it a clip, I know it should be Mag, but Valve isn't going to change the description even if we start to protest that after we're done with #SaveTF2 ) size. Therefore, more syringes to fire, but less to reload with.
Heck, while we're at it, make it so that Medic only reloads 40 Syringes at a time, meaning that reloading needs to be done over and over again with the Blutsauger instead of it being a one and done thing. Maybe this is going a bit too far, and I would not mind having this last idea taken off the suggestion box if it ultimately becomes too cumbersome of an idea.

I didnt know holding the default syringe gun lets you heal quicker than holding the medigun, thats cool.
And to be honest, the Blutsauger is a perfect weapon that isnt too powerful and also isnt too punishing. Built for combat, it makes the Medic self reliant on his own combat prowess, rewarding himself with good healing if he hits his shots, at the implication that he must be very careful when taking damage where he cant defend himself.
It's not that holding the default syringe gun makes you heal faster, it's that just equipping the blutsauger makes you regenerate slower
