If I have to guess some moves are meant to stay as signatures and are tied to the pokemon estructure, others like Thunder clap will have a wider distribution and a simpler animations makes them easier to translate... or maybe it's just the pokemon company being the pokemon company

Assuming this works like same type tera, the overall bp will be 240 which is higher than electric terrain electro drift which is 195. Miraidon does have a higher special attack at 135 as well as hadron engine but due to terapagos being able to use stellar tera boosted moves multiple times, it can be just as threatening.
Mighty Cleave being a physical Rock type move with 100% accuracy is already great, but it having 95 base power and breaking through Protect makes it even greater
Alluring Voice seems like it could be a better signature move for Primarina than Sparkling Aria is. Being able to heal burns? That's not useful. Being able to confuse a Pokemon if they received stat buffs? Ok. That's better.

I wouldn’t agree, ice type is strong type offensively too and yet the high power moves aren’t even used as much, either bc it’s a signature move or specific to only a few pokemon, most of the time ice beam, ice spinner, triple axel and icicle crash, yeah there’s super strong moves like Blizzard but it’s hardly used, and then stuff like Glacial lance is exclusive to Calyrex, ice hammer is exclusive to tinkaton’s whole line plus only crabominable
