It's common to have foggy and overcast weather in northern part of China during Autumn/Winter time. In Xi'an it would sometimes be smoggy or even sandy, since it is not far from the second largest desert in Asia, same like Beijing.
xi'an is a city at northernside of qinling mountain,the biggest mountain seperates china into north and south. the wind from north is stopped here by the mountain, the dust from all over north are falling down here in the city, that makes xi'an city always dusty. but luckily it's natural dust, not industrial pollution.
I found Xi'an less tidy than what I'm used to see in China. Don't know why. I would recommend Famen temple outside Beihai if you have the time. It's a HUGE temple and very very impressive. Will absolutly go there a second time.

Summer is the monsoon season, with heavy rainfall and fast air flow. These particles are quickly blown away. The autumn monsoon decrease, rainfall decreases, and the air becomes turbid. Clouds are liquids, but this is very tiny and is haze.

The smog weather is the normal weather for the season there. If you travel to Xi'An in Summer or Winter, the sky would be blue without cloud.
