To prime the fuel system on a Td5 ( i have a 2001 defender also) you turn the ignition on and pump the throttle peddle 5 times, that starts the prime sequence where the engine check light starts to flash and the pump runs several times during the sequence, when the engine check light goes out the pump will stop, the who process last about 2-3 minuets then just fire her up and away you go, no need to keep turning the ignition on and off as you did.
