You do NOT want a prong collar to move up and down. You want it to stay right behind their ears where it will not slide down and block their airway when they try to get at whatever it is they are after. You should do some actual research on this, ESPECIALLY if you are doing dog training. Every single dog training sire I have been to says the same thing on this. You also don't want your fingers to be able to do what you're doing with them under the collar. You need to take another link off of that collar my friend.
All I know if you have a dog with the size and strength of my Rottweiler the collar isn't gonna stay perfectly "behind the ears" unless it's excessively tight that's just my experience w a 2.25 and 3.0 mm

My dog is between sizes. Is a little too loose or too snug better?
use the zip tie method if your dog is between sizes, I've learned the technique at a Facebook group
I would rather a little loose. Sometimes I try a different size collar.
I never heard of the "zip tie method." I will have to search that out.
