I'm pretty sure from the way the elmo jacket was shaped it was meant to go over the rubber cover that is normally put on wii remotes for protection. which would make up the difference in depth between where the buttons are on the remote and where the holes are in the elmo.

There’s also another Sesame Street Wii game called Cookie’s Counting Carnival where Cookie Monster and Big Bird are at the carnival and you would learn about math skills, shapes and patterns throughout the entire gameplay, and it does come with a Wii remote condom just like in The Elmo game, except the condom has Cookie Monster’s face on it and the color is blue instead of red. I might recommend you to play it, but of course it’ll piss you off even more and most of all, you might have the same trouble with the condom itself.
