This songs expounds the lamentations of a man who had for as long as he knew was in complete control of his desires and his world until the arrival of that one female that allowed him to doubt the lifetime of dedication he had put into his entire life's work. And it scared him. Angered him. Entranced him.
To me, Frollo has the belief he is almighty and unquestionable. And because he wants to still believe he is so when he lusts for Esmeralda, he shifts the blame for his feelings of lust onto others.
You call a man just that, but women are ‘females’. Frollo is a sadistic man, consumed with power, whose religious conviction and faux-piety are nothing more than tools he asserts authority with. What he feels for Esmeralda is lust. Probably not the first time it has happened, because ‘men of God’ who restrict themselves this heavily, tend to have countless perversions.
You weren't wrong though, really. What Frollo seeks, regardless of his lust for Esmeralda, is power over her. What this song expresses is his frustration at not being able to control her.

Edit: This is a long one, and is going to sound a little ridiculous, so bear with me, but this actually got me thinking about what it is I like so much about this song. While I do have a soft spot for Disney, this song has always stuck out to me more than the others in their library. I didn’t watch this movie until later in my life, so if can’t be nostalgia, so this is what I’ve come up with: I think what makes this song so unique is that it really shows to the audience just how much Frollo has lost his grip on reality. Part of this definitely has to with shock value, and the fact that this song gets so dark, especially for a Disney movie, makes the song totally unexpected. I think the way it starts off softer, a little like Esmerelda's and Quazimoto's I want songs, then becomes something with so much more power behind it is truly amazing.
