[Manga spoiler for anime onlys] I feel like we don't know enough to really scale the fight on Hachinosu. Like what are Kuzan's intentions? What are Garp's? Do they change at any point in the fight? Like was Kuzan wavering, or was he really ultimately concerned for Garp? Did Garp decide to trust Kuzan? After achieving the mission Garp just laughed and didn't seem to try to fight or escape anymore when as a marine he probably knows ie the air walk since that is part of the 6 powers, but he didn't even try. Garp's crew on the boat acted like it'd be easy for Garp to escape now that everyone else was on board. Also notice that he's frozen over despite earlier just easily breaking out of the ice. I dunno, there may be stuff that will be revealed later that gives the fight more context. But as of now I'd say Garp is at least a high tier if not top tier fighter even in his old age.

To me, Garp shows better haki mastery than Whitebeard. And as we've been told, Haki transcends all. Then again, we haven't seen much of Whitebeard using haki, only the clash with Roger. I think Oda is gonna save the best haki feats for Roger in the flashbacks
