Why did the sergeant DELIBERATELY LOOK THE OPPOSITE DIRECTION while the victim was giving a play-by-play of how Chapman was stashing the cash? Why did the sergeant ORDER the victim LOOK AT ME! LOOK AT ME! to keep him from watching Chapman? Answer that question, there is NO good answer. But the answer is obvious. The prosecutor can accept or reject the case based on several things, up to and include how they are feeling that day or if they like or dislike the person. They can also claim that they are rejecting the case based on "Insufficient Evidence." But often they accept all cases police brings before them and cost you and I thousands of dollars to hire an attorney, even when they know that the case has no merit. This leaves a stain on your record as having been arrested.

The other Officers should be sent home without pay for a month so they understand what it feels like to have money go missing. Plus write a formal apology. The female officer needs to take speech lessons, her voice is very irritating.
