That's the mature way of dealing with the problem. Unfortunately, completely ignoring them is impossible when you have an online presence, you post content that they don't like and they have organized armies who engage in targeted campaigns which include hacking the target's website/social media, doxxing and even death threats.

Locking people up for that long for sending offensive comments would be financially unsustainable, prisons cost money and people commit far more serious crimes and do less time. There is an argument for stronger sentences but that comes with a sting, if a criminal knows they could be locked up for 18 years, that may encourage them to commit harder crimes since they would be in prison afterwards regardless.

This podcast is and example of brave troll hunters these grudge holders need to be exposed. It's good to scam theses individuals by like minded grudge holders to let them know they meat their matches they are not invincible that they can't to get away with it. While internet trolls can be worthy of scorn or pity, it is known that many internet trolls have a normal life outside the internet or even have one account for trolling and another account for interacting normally with other people.
On the other hand, trolls exist in real life. From the neighbor who interferes or gossips about the lives of others, to the
guy who yells things at people from his motorcycle. They are people who are trolls as part of their personality and their life, and that is what their pathetic and mediocre life consists of. This puts real-life trolls even lower than internet trolls.

My brother 25 back then use to troll a lot on internet and in real life make people mad, verbal abuse them, making fun out of their low IQ and much sadistic enjoyments. He had deep hatred and anger to the world. There are 2 kind of type of trolls. The toxic sadistic troll and fun troll. It just depends...No one knows what cause trolling, I am guessing they have underlying unresolved childhood trauma issues and use their anger towards people on internet or people generally. That's my guess. Otherwise why would they troll in the first place? Those trolls just need help, therapy in real life....They're bitter and probably have a bad life or whatever...
