The stones are called ballast. The purpose of the ballast is to prevent flooding of sleepers / rails and to prevent vegetation overgrowth under them as well. They also prevent side to side movement of the sleepers. The stones overtime, get exposed to a lot of vibration, mud, dirt, and smaller particles called fines . So what this machine does is it picks up the shoulder (outside) ballast and cleans it. A large mesh will allow larger stones through that can be cleansed and reused, while smaller particles will pass through the mesh and go into a rear car that collects it. Sometimes the ballast for a certain stretch of track is deemed too poor to be cleaned, in which case entirely new stone is added. Shoulder ballast gets cleaned more than the ballast under the sleepers, as it takes most of the brunt
