I think the video is about child prostitution. That's a big issue in asian countries. I think the concept of the video is Motley are rescuing all the kids.
I think the Crue are supposed to represent different people at different parts of the story, with the kid trying multiple times to call people's attention to how his big sister is being treated. She's a minor at the beginning (or at most borderline), but at the end she's an adult who has been promoted within the organization, which means she's gone from traffickee to trafficker, which is why the Crue leaves in disgust. The lyrics can be seen as the perspective of a teen boy SHE went on to abuse, continuing the cycle of abuse. I see in the Crue four dudes who wouldn't have a problem with ADULT brothels.
