  • For Palestinians, June 5, 2017 marks the beginning of the “Six-Day War” - also called “al-Naksa” - and 50 years of Israeli occupation, as a peace deal remains elusive. While some continue to argue that a two-state solution is the only way for Palestinians and Israelis to live in peace, others are increasingly beginning to question whether two independent states are even possible. So, which is more realistic: A single state where Palestinians and Israelis live together, or two independent states? To debate this in this UpFront special, we’re joined by Gideon Levy, Hanan Ashrawi, Lara Friedman and Yousef Munayyer.

    Hanan Ashrawi is a brave Palestinian who desperately wants an independent Palestine and has worked for it all her life. she had been the good president of palatine instead of mehmood abbas.

    Before 1967 Israel was not in charge of West Bank, Gaza or east Jerusalem. But they kept attacking it. What was the problem then?

    Yousef Munayyer's approach is too American. The ideology of the USA is all about individual freedom, coexistence of cultures and religions, and restraining overbearing government. From this perspective, his proposal makes sense; if the problem in Israel-Palestine is simply that one of the two nationalities dominates the institutions and disenfranchises the other in part of the territory, then the obvious solution is to copy the USA by making the state neutral, introducing a bill of rights that protects everybody equally then letting everybody live side by side peacefully. The error here is that it overlooks the fact that the two groups have competing national aspirations rather than just individual ones. Immigration to the USA was motivated by the prospect of economic and religious self-actualisation in a "new world". These aims are well served by the ideology of the founding fathers and allowed a new national identity to develop. The motivation for Zionist immigration, however, was a collective, national revival in an "old world" to which they were deeply attached both religiously and culturally.

    Fascinating discussion. I just want to add one point. Everyone says that the Israelis and Palestinians CANNOT live together. But they ALREADY are. There are 20% Palestinians in 1948 (not entirely equal in practice, BTW), and I do not see them killing each other. So, the way I see it, is that Israelis ABSOLUTELY DO NOT WANT to have a one-state in fear of becoming a minority and not because they cannot coexist.
    I would also take Gideon's comment about Germany-Israel differently. True, Israel and Germany have an interesting relationship and who would have thought, right? However, there is an even better example to point out, and that is South Africa. Who would have thought that after centuries of "True" enslavement, killing, etc. Blacks can live side by side with the "Whites?" Yet, it happened and they are not killing each other.
    I think you get the point.

    How can they claim that Israel never wanted or was never serious about a two-state solution when they’ve offered it 5 times in peace talks or negotiations? That doesn’t make sense to me.

      @@Anp562 Maybe you’re right. I can’t think of a time. I actually saw a documentary about the 1948 war where Palestinian Arab scholars asked the question, “In hindsight, should our leaders have accepted the UN partition plan or the Peel Commission plan, or even spoken with the British about a Palestinian state during the Mandate period before WW2? I think we can look back and safely say that that would have been better.” I’m not quoting it exactly word for word since I’m quoting it from memory. But that’s the closest thing I have ever seen to a regret being expressed. And it was by a scholar, not someone in Arab leadership.

      @@sandrad9695 Both Israelis and Palestinians can point at million reasons to support their own arguments. So much has happened in the last 100 years that everyone has made mistakes at some point but the biggest mistake of Palestinians was the decision to not establish a state between 1949-1967. There is just no excuse for that

      I'm not sure how much propaganda you have been subjected to, but Israel has never offered a two-state solution.
      Israel has ethnically cleansed countless villages of Palestinians and forced them to live as refugees. When there were negotiations, Israel would not allow the Palestinians to return home, yet wants to allow the "right of return" to Jews who have never had family living there and won't stop the settlements on Palestinian land.
      Israel would not commit to anything in writing either. Their negotiations were completely in bad faith. A lot like the USA with its indigenous population.

    10 years from now. The situation will be the same. The occupation will continue, but people’s minds will be creeping slowly more into the one-state mindset, while the demography keeps changing as the musIim population has a far higher birth rate. I predict that the conflict will end in 30 years from now, when a generation is born far removed from the memory of the conflict who would put democracy above religion.

    Israel and Palestine need one state solution where both have equal rights and freedom to practice their religion. Seperate countries aren't viable. It's all about compromise. Both group can't have 100% of what they want. If everybody compromise little bit here and there, the world would be a lot better place.

      A geneticist proved through DNA that the people in Israel today are not original Jews but people that converted to Judaism over a thousand years ago. Their ancestors come from khazaria not Israel. In 1948 the fake Jews (khazars) were only 30% of the population. In 1878 the fake Jewish population was only 5%.
      Out of Khazaria-Evidence for “Jewish Genome” Lacking. Eran Elhaik, a geneticist at the Johns Hopkins School of Public Health, thinks so.
      So here’s the solution...the Khazars should move back to the Ukraine where their ancestors come from.

    There is no need to evacuate the settlers in the West Bank. They chose to move to lands that the world considers part of a future Palestinian state. They will just need to understand that one day they will no longer be living in Israel but rather Palestine, subject to the elected representatives of Palestine.

      Just prefacing this with the fact that I'm against the occupation & subjugation of Palestinians and I believe there should be a binational democratic state for both peoples. +Sauron Merciful You are actually historically and scientifically wrong. There has been a breadth of studies on Jewish people showing that both Ashkenazi and Sephardi people have genetic ties to the Levant. Additionally, it is historical fact that there existed a kingdom of Israel and Judah in Israel & Palestine. Also, being Jewish myself, I know Israel is the predominant theme of the Torah and longing to return to Israel, after being displaced by the Romans, has been the biggest theme in our history Thus I believe both Jews and Palestinians are indigenous to the land.

    A great part of the problem is the rotten leaders within the Palestinian movement. I wish there would be honest reporting about this elephant in the room. It’s easier to blame Israel for everything. A half decent Palestinian leader would do wonders to provide international legitimacy and would garner great acceptance by many many Israelis.

    I think a state should be created called Israel-Palestine which is set up similar to Belgium, with the Palestinians and Israelis each having their own governments and the Israel-Palestine government will be in Jerusalem. The borders would be too complex in a two state solution.

      After Gaza, Israel can not allow a state that wants Israel gone along their whole side of the Jewish state. That leaves Israel with only a 9 mile wide country, greatly putting it at risk.

    The choice is difficult ... Palestine can own country. But in order to be safe, quality life, join with Israel alone, which says difficult and not is feeling unlimited. Palestinians who feel, ignore opinions from the outside because it will not be completed 1000 years

    A two state solution is the fair and just solution, and shouldn't be Israels choice to decide, because they have no intentions of fairness. If life was fair Israel and Palestine would have each been given an equal slice and no deviation tolerated, and Jerusalem remain separate. That would stop the bickering, if only the rest of the world would step in and lay down the terms for them. Conflict like this, in this day and age is absurd. Somehow everyone is helpless, but to witness the oppression of Palestinians while Israel annex and gerrymander their way into getting what they want. "settlements" with a scattered Palestinian minority is not a solution, it's age old colonialism. They are fooling nobody. All I can say to Palestinians is to never give up hope, although I'm sadly cynical this time. The only viable solution is for the world to step in and stop this. Referring to Palestinian areas as "occupied territory" is just absurd. Such racism so open makes me sick. In the eyes of god they are both equal. Why do we never hear or get to consider a solution preposed by a Palestinian? Because they have no voice, no say, no power. That is oppression. Nobody asks them, they are not considered equal. All they can do is disagree with Israel and I hope they continue forever until they are heard!       Do you know that the Mandate's mission was to create a Jewish homeland. Read the Charter. The British took 77% of the Mandate illegally, and gave it to the Hashemites to become trans-Jordan. Then, they offered 80% of the land in 1937, the Peel Commission, to the Arabs, and left a small corner for the Jews. The Arabs said no!
      !,In 1947, the UN partition plan offered the Arabs 45% of the land, they were offered the land that by population the Arabs lived in. They also were offered the Jordan Valley, the best agricultural soil in the land. The Jews were offered the Negev desert (60% of Israel) and no infustructure in their lands. The Arabs said no, and rather than try to communicate any changes they might have wanted, they just said, No, and then attacked with 5 armies at one day old Israel.
      Please don't talk about fairness, the Arabs had 5 separate offers of land for peace. They want Israel gone, not a separate Palestinian state.

    The problem is not how to create one state for both the Jews and the Arabs . Because the one state /one country has been created since 1967 ! The problem is not how two children of Abraham live together at same home . The problem is how to make the BLIND people to SEE that reality !     Why 1 or 2 states. Why not 3 states with a peace wall/equality partition/no man’s land where people who respect each others right can live together and provide a buffer between the 2 warring states. The mid state is open to join and has the vote for the whole region which benefits both sides. The democracy hopefully grows into one state over a period of time.
    Just an idea; thinking outside the box kind of thing- instead of going round in circles. The thinking around this is stagnant.But what do I know.

      *Here are some facts relating to the Arab ownership of land* from ‘The Birth of Israel’ by Simha Flapan, who from 1954 to 1981 was National Secretary of Israel’s MAPAM party.The Israel Absentees’ Property Law of 1950 stated that any Arabs who left their place of residence between Nov ‘47 and Sept ’48, [note, this does not mean they actually crossed any borders], were declared absentees and their property subject to *appropriation* by the [Israeli] Custodian of Absentees Property.
      A detailed account was prepared by Joseph Schechtman... _“The amount of this property,”_ he wrote in 1952, is _“very considerable”: 2,990,000 dunams (739,750 arces) of formerly Arab owned land, including olive and orange groves, vineyards, citrus orchards, and assorted tree gardens, became totally _*_deserted?_*_... 2,070,270 dunams were of good quality, 136,530 of medium quality and 751,730 dunams were of poor soil. In addition, 73,000 dwelling rooms in _*_abandoned?_*_ Arab houses and 7,800 shops, workshops and storerooms became ownerless in towns and villages._
      *Bank accounts estimated to total up to 5 million Palestinian pounds and left in Arab and non-Arab banks were frozen by the Israel government. All of this Arab absentee property, movable and immovable, was entrusted to an official “custodian".*
      Schechtman went on to detail how the property was utilized:
      _It is difficult to overestimate the tremendous role this abandoned Arab property has played in the settlement of 100’s of 1000’s of Jewish immigrants who have reached Israel since the proclamation of the state in May 1948. 47 new rural settlements established on the sites of abandoned Arab villages absorbed 25,255 new immigrants...over 1 million dunams leased by the custodian of Jewish settlements and individual farmers for the raising of grain crops._ Large tracts of land belonging to Arab absentees have also been leased to Jewish settlers, old and new, for the raising of vegetables. In the south alone, 15,000 dunams of vineyards and fruit trees have been leased to co-operative settlements; a similar area has been rented...This has saved the Jewish Agency and the government millions of dollars.
      Abandoned Arab dwellings in towns have also not remained empty. By the end of July 1948, 170,000 people, notably new immigrants and ex-soldiers, in addition to about 40,000 former tenants...have been housed in premises under the custodian’s control; and 7,000 shops, workshops, and stores were sublet to new arrivals. The existence of these Arab houses - vacant and ready for occupation - has to a large extent, solved the greatest immediate problem which faced the Israeli authorities in the absorption of immigrants.

    The biggest problem with the 2 states solution is that the Israelis will be armed to their teeth and will eventually have all the power. The Palestinians will be totally dependent on Israel, supply of goods, water, energy. It is not just unequal, it will be power vs non power. We can see what this has meant for Gaza.

      Gaza could have been a shrine of Palestinians… the blockade came when it was clear the ships were bringing weapons and Hamas took over the politics and killed fatah from the place. They wanted war and got tackled with a blockade

      @@Gbbb239 I do not know whether you have ever been in the Gaza strip. I have been there several times. Even before the blockade because of Hamas, Israel set all the rules, bombed and bulldozed complete neighborhoods. And when the settlements were still there they blossomed because they took all of the water and divided the strip in 3 parts. Projects supported by international donors, including the airport were leveled by Israel. And even when Hamas changed their attitude towards Israel, Israel made sure peace would not get a chance. Going in and out the strip is up to the Israeli secret services. I can go on and on. What actually surprised me that nearly all people I talked to and worked with in the Gaza strip only wanted one thing: peace. I am not sure I would have been that brave if I would have been in their position.

    There are options of course. One Israel could applly the Chinese solution which is to put the Palestinians into "re-education" camps and re-train Palestinians to be Israelis. Then there is the British solution which was to give the Palestinians a state of their own which, or course, is Jordan. This happened in the early 1920's. There is the Ariel Sharon solution which is to remove all of the Israelis from an area and then watch as they fire a never ending barrage of missiles into Israel. Personally I think the Chinese solution needs to be looked at further.

    if Hamas stopped killing Israelis, there could have been a one state solution. Neither the Arabs nor the Khazars have a God given right to that land. The original Palestinian people were the same people, all be it with differing religions. The two state solution is dead.     Like-minded Palestinians and Israelis of the One State persuasion should get together and draft a Constitution for the Commonwealth of the Union of the "two peoples". .
    This Constitution should be a Covenant and a Charter of Peace - a permanent Agreement to respect the Lives, Liberty, & Happiness of All Citizens of the Holy Land.
    This Covenant should be ratified with a personal Oath of Allegiance, administered with a polygraph test, to agree to the terms and principle of Coexistence implied, to "live together in Peace."
    This Oath - together with the polygraph test ought to be administered to All current Israeli Citizens, and the Settlers in the Occupied Territories as well.
    Applicants from the Palestinian Diaspora who wish to Return to the Land of there forebears, upon taking the Oath to promise to "live together in Peace" with a positive reading of the polygraph, ought to be allowed to make Aliyah.
    Conversely, Settlers in the West Bank & other current Israeli citizens who do not pass the polygraph test when taking the same Oath to " live together in Peace", should go back to Brooklyn or Poland, or Germany, or Russia - or wherever they came from.

      What is occupied? The land was never Palestinian. As for Apartheid, there is no Jews-only water fountains, or Arab-only busses, or segregated theaters in Israel. The Palestinians are governed by the Palestinian Authority, not Israel. Israel just is the military in the area.

    The two state solution is better for both sides, than one state, because Israel will control everything, with two states, at least the Palestinians have some sort of pride and their own land, while the other is unfortunately occupied. Look at India and Pakistan, that used to be one country, until they split it in two.

      The problem is that Jews and Palestinians are kinda homogeneously distribuited along the territory, so dividing it without ethnic cleansing or having a 15/20% Palestinian/Jewish minority in either of the two states (which in my opinion, would be like having two bi-national states) is impossible. Also, they both make about half of the population of a city that again both claim as their capital, furthering complicating the implementation of two states, since Israel would never accept dividing Jerusalem.

    Question for everyone please response : if we make it into one state only who should be the authority of the state ?!? Palestinians or Israelis

      The Palestinians attacked 5 or more different times, lost each time, now you want to give them another land and let them rule? They have 2 incompetent Governments now, Hamas is a terrorist organization, and Fatah is on yhe 17th year of their 4 year term.

    The major problem here is due to two people with separate religions, who are determined to maintain their individual identity which they also support with their faith based attachment to the same land, and prefer to only marry within their religion. There is no solution to the problem.
