At the end of the video, the exercises that he shows us are exactly what we need to do. I have had this problem for 3 1/2 years since I retired, and I have been to Dr. after doctor I have been through therapy and they were worthless. I’ve learned more online the ones he shows us to strengthen the upper and lower trapezius, and the serratus anterior is exactly what we need.

The original commentary is in Russian. What you hear is a word for word translation and the guy is probably trying to stay as close as possible to the way it was done originally. The original video is probably also on UA-cam.
