I started only a month ago and I love this system. Never got a Top Operator tag but it got me lots of new operators I didn't have, specially 4*s, but once I got combinations for Projekt Red AND Texas at the same time, had to choose Projekt Red since Texas is free, and today I got the tags for Croissant! Once I also got a Broca randomly while searching for Estelle, I only recruited her twice, I pick her multiple combinations every time I see them but usually it's Popukar.
Important note: Consistent and frequent use of the Recruitment mechanic is a MUST to maximize gains. In the end, the tags are a measure of luck. You have a higher chance of getting a Top Op tag, for example, if you refresh 3 or 4 times a day compared to 2. Speaking of, it is almost always worth it to buy recruitment tickets from monthly and credit shop. Even if it doesn't mean you break-even, that is 20 more times you rolled for a Senior or Top Op tag. It is also entirely possible to clear out the 1st tier of the monthly shop as well as the permits and recruitment tickets from the 2nd tier. Getting 2 more pulls a month doesn't seem too big, but remember dailies/weeklies plus annihilation gives you 20 pulls a month; farming 1-7 will realistically give 10 pulls a month. I will always love AK's Recruitment for giving me Ifrit, Ch'en, SilverAsh, Shining, Bagpipe, and most recently Nightingale. All of them were pivotal throughout my stint at the game.
It is better to keep Office at level 1. The reason: gains are not significant. Mainly for better base production you want 2-5-2 (Trading post - Factory - Power plant) base setup, if you upgrade office - you sacrifice 1-2 levels for factories, which can give you a lot. Anyway, ty Cesith.
As one who maintains a main and alternate account, I would argue Level 2 is the best balance between energy availability and recruitment rate. Maintaining 2 recruitment slots is not nearly enough to clear naturally acquired permits (assuming you login only once or twice, and recruit at 7:40hrs or 9:00hrs). 3 slots from a Level 2 Office is just enough to empty the stockpile at a decent rate until the next month shop opens, and you get another influx of permits to use up.

When it comes to recruitment, what I have learned from 1.5 years of playing is to remember the tags that will always give 4-5 stars (debuf, shift, fast redeploy, ect), do 7:40 when you have a pile of recruitment and plan on getting on later with the exception being tags that have multiple tags or the top and senior op tags, and burn rerols as often as possible if you have dead tags (tags that have no combos or don't give anything good like melee dps) so you have more chances at the best tags and combos

I got ifrit on both of my only 6 star pulls. I don't even use 6 stars besides reed, shining, or newspaper uncle

another good tip is the robot tag : if see one you get a robot like medic who is useful is not mentioned by @Cesith

7:40 is the least you can do and still get a 5 star, I got a yato once doing a recruitment for the flag 4 star with a 7 hour recruit
