Question :- Let's suppose If white player had 2 seconds left . Till he paused the clock and claim for illegal , his time got over , then he loses or not ?
But I think the rules should be in reverse. As classical player has more time to analyse and check his opponents mistake where as in blitz it's more likely to continue upon the opponents illegal mone

That's crazy. If the rook can take the King, it should do so. Why would taking the King be deemed illegal in the first place? Nobody questions whether the King was in check, so you can obviously go back to the previous position easily.

Rxa6+ Rb8 In this case, after the White Rook takes the Black King in a7 (2. Rxa7, the illegal move) if the position is to be returned to that after 2. ... Rb8 (that is before the Black King is captured), the White Rook is then supposed to do a legal move, meaning to move anywhere along the "a" file, and that would be check mate whatever move is made. That means Black checkmated itself with the move 1. ... Rb8, which also seams to be illegal one checkmate his own King.
Dear Mr. Barros, In the scenario you mentioned will dealt under another Article of Laws of chess concerned to Rapid & Blitz. The position you mentioned both kings will be on check by the last move of white. As per "A.4.4 If the arbiter observes both kings are in check, or a pawn on the rank furthest from its starting position, he shall wait until the next move is completed. Then, if an illegal position is till on the board, he shall declare the game drawn."

The black player started the illegal steps first so he must be punished by law, it's like you drive wrong way on road and claim that someone from right way hits your car.

Or just a normal player. Then in that case if he has touched any piece. And you have seen. And when you do any type of Objection. Then that player may be an arbiter or an ordinary player. Doesn't accept your point. And an argument ensues between the two players. Then how would you prove that he touched the piece? What will be the provision of this? Chess game is played on the basis of *Touch and Move* all over the world. I hope from all of you players that all of you players will get me the best answer.
The format matters because in classical writing down is mandatory therefore it's possible to go back to the last legal position. Whereas Rapid/Blitz are fast formats and there wouldn't be enough to know the truth so the claim is very important.

Now the Black King is allowed to move and the game continues, but with the Black rook in a different position than it was before his illegal move. This is inherently unfair, and while it makes little difference in *this* game, it could potentially have huge material consequences in other positions and games. Secondly, the time penalty is no longer applied to the Black player (who, after pressing his clock only had one second left), and only the White player is punished with the time penalty, so Black is doubly rewarded for his illegal move, while White is doubly penalized!! Moral of the story: Never touch your opponent's King!
I can just see it that a bunch of players will want to take advantage of this. Imagine the arbiter will have to go around 800 chess players all claiming the opponent made illegal moves! In blitz games!
