Funnily enough, I tried this exact same challenge not too long ago. One follower that you missed is Amusei in the Thieves Guild quest "Lost Histories". I remember it being a bit finicky, but if you fast travel right after leaving Castle Skingrad to a different location without crossing the large bridge, he will follow you permanently. Guards will pursue you on site if you ever return to Skingrad, but if you just pay the fine or go to jail, you are able to move around the town freely after that. I've also read that you might be able to get Dar-Ma, from "A Shadow Over Hackdirt" to follow you permanently as well. However, I've never gotten it to work after leaving Hackdirt when you are escaping with her. If she gets on her horse or if you fast travel right away, I think the game assumes she is rescued at that point. I've seen people argue the contrary though.
As for fun ideas to try with all the followers, one thing I did was reverse pickpocket permanent bound armor and weapons on to everyone (I think if you wanted to take the time, the items can be enchanted as well) then get a mass rally spell to use on everyone. It's funny seeing the Adoring Fan turn into the Adoring Chad when he charges into combat with his daedric armor and giant claymore.
Alot of hours put into the content, and this is a very underrated Channel. I enjoy oblivion content, especially when people toy with its mechanics and push the game to its limits.
Great video! You should have done the Mages guild glitch to have 2 apprentice’s follow you at once to add another person. Also for the Shivering Isles you could have had a Skin Hound follow you as well✅
That's a good idea, we were having a hard time getting them to go into underwater cells but that one might work. We tried the knights of the nine dungeon with the underwater entrance but only a couple NPCs followed us.

It’s been a year so maybe you’ve absconded, on the off chance you haven’t I’m struggling to find a coherent step by step for using both the skill decreases from prison alongside Felldew to crazy level your character without enchant or save glitching. Don’t suppose that’s something your familiar with?

For reference, I used this page to compile the list of followers: en.uesp.net/wiki/Oblivion:Followers For some reason, they have the Shivering Isles followers on a separate page, with the only reference to that page being a random note near the bottom of the article... The wording of the page is sort of misleading since they make it sound like this article contains all of the followers in the game. I'll have to do a follow up stream/video at some point where we load this save file back up and get that final follower and do more experiments!

I know _Bacon already did something similar to this, but you could try to take them all to the well for the Cheydinhal Mages Guild recommendation.

We ran into a bug where we couldn't sit in chairs, which prevented us from doing much in shivering isles lol.

You can actually have more than 20 since you’re on pc and u can use command console but idk not recommended. Lags a lot compared to skyrim.
