^^This. For me Peter Capaldi really just felt like the DEFINITIVE Doctor. Not to say other actors haven't been fantastic, but Capaldi didn't just feel like his own Doctor. He felt like all the Doctors almost constantly plus his own Doctor in a perfect mixture that turned his performance into what felt like the LAST Incarnation of the Doctor. He's like the alternative Timeline version of Tom Baker where Baker watched Doctor Who for fifty years as a super fan before bringing his own gravitas to the mix. We were spoiled by Capaldi way too soon for way too little time. Even before Chibnall's I had no idea how the show could continue after the Doctor Falls. Missy realizes that too late she wasted her life before a prior regeneration wouldn't let her decide to stand with the Doctor. The Doctor falling to the foes that forced his first regeneration after deciding to fight to buy strangers just a little more time. All I needed was for Moffat to have let Davros die peacefully in the presence of his greatest enemy whilst asking if he was a good man (still genuinely believing he was right, but wanting recognition from the one that disagreed with him most). Moffat nearly wrote the perfect ending to the show. Even Twice Upon a Time. The first Doctor being inspired by his final Doctor to be more than just an explorer and observer (directly leading into the second doctor who was a lot more proactive in fighting against antagonistic foes and interfering to protect) beginning the cycle anew. Meanwhile the final Incarnation of the Doctor finds peace in learning his past self also struggled with changing. He doesn't decide to regenerate, but not out of frustration and anger out of changing, but out of peacefully realizing his time is over.

By that I mean each Doctor gets their own contained episode with a linking ark linking all episodes leading up to a finale episode where all Doctors meet up similar to how Big Finish did it in The Sirens of Time where each 30 minute episode was one doctor and they all meet up in the final part. So maybes in episode 1 you have the 9th Doctor, episode 2 the 10th doctor, episode 3 the 5th doctor, episode 4 the 11th Doctor, episode 5 the 8th doctor and episode 6 all previous Doctors. Have them all companionless. Even have something like Key To Time.

But the thing with Mark he was relatively at the beginning of his career career so he’s really going on to sort of do a lot and a lot of of the high-profile stuff as David Tennant. But I think with Matt his roles in the crown and especially now being in house of dragons I doubt he’s got the time to to go back to Doctor Who. Ironically though if if there’s ever an actor who could go back to Doctor Who at any time of his life career it’s Matt because his doctor was the only one who grew old.

I really want to see Jodie under RTD's writing. I think a conversation between 13 and 10 would be perfect because they both really liked to rant. I agree having all the recent doctors in a row would be a bit much but as cameos it might be better. I also think having one of the older incarnations returning like Tom Baker did in the 50th special would be cool. My vote is for Peter Davidson. He could play a version of the Valeyard. I really want to see Capaldi return because he is such a great fan of the show, but I understand why a fan would not want to return after the Timeless Child.
I think that the best way to have the story would be for it to start from 10's point of view as if it was a normal outing with Donna, only for him to run into 13. Then they band together to solve the mystery of why their streams are crossing. Since this 10 has not met 11 yet, 11 will try to talk like old friends but get stonewalled. It might just be a cameo before they realize he is not the doctor they are looking for. After that the absence of 12 becomes the focus. Randomly 13 just happens to mention she used to be a white haired Scottsman and 10 freaks out because he assumed she came right after 11. Once they realize who is missing the hunt to find 12 begins. If Calpaldi is unwilling to do a cameo then they could just have Nardoll or River Song or Claire do it. They get the missing info and solve the mystery. The ending should be Donna realizing she is going to lose her memories and asking for a trip to meet her future self despite the doctor pointing out she will not remember it because 13 obviously does not remember this encounter. She doesn't care and they leap forward to meet her adult daughter Rose who is ecstatic to meet her mom in her prime. When leaving tho, Rose hides in the wrong Tardis which turns out to be 13's and she has to witness her regenerating and from there the adventures of 14 begin.

If you don't include the movie in classic who, then I'd say the third doctor is MY classic doctor. I would absolutely love to get a special of just the 8th and 3rd Doctor bantering and bumbling through space and time

At a convention in November of 2019 Nicholas Briggs was asked about Capaldi joining Big Finish and he said that there had of course been conversations but his direct quote was "I feel like he's still mourning the role."
Paul McGann who was on the panel with him had a good laugh at that but Briggs insisted he was serious. The quote told me two things; 1.) The rumors of Capaldi being forced out seemed a little more likely and 2.) Capaldi will one day join Big Finish...probably.

they is two doctors listed for the 60th anniversary unless you forgetting the story lines.
tenants doctor stated if donna was ever to remember her time in the Tardis or the doctor it would open the flood gates for Doctor-Donna.
so since both are listed in the 60th show this is highly likely.
But i would enjoy seeing the cloned doctor Jenny (The Doctor's Daughter) brought back.
another idea would be to get as many that are willing to do the 60th show about the fob watch from the last episode of the flux, with the doctor regeneration every 5 minutes in order, those that are unwilling using archive footage of a few seconds trying to regenerate then moving too the next one.

Of course, by then he'll be 89, going on 90, on Saturday, January 20th, 2024 ( I looked up the day of the week for January 20th, 2024 ). Tom Baker is one of the oldest former Doctors of Doctor Who, still alive. It will certainly be a moment of silence day, in Doctor Who history, when the 4th Doctor, Tom Baker leaves us. I think Capaldi's doctor and Tenants doctor would be quite the contrast if ever they were on screen together. Capaldi is so authoritative and demeaning, whereas Tenant is free spirited and complimentary. I think Capaldi's doctor would try to almost control tenant's, treating him like a normal companion, with him being in charge of both people, whereas Tenant would just constantly be trying to cause a little bit of chaos, almost replacing Missy's role as the doctor's foil.
I think Matt Smith would be most likely, but I'm worried about the fan reaction if it just ends up being the two of them. I think it would be best to include at least one classic doctor, although the number that could likely come back is rather limited.

Whitaker making a return is easy enough. Matt Smith did it immediately post-regeneration. Just leave a couple of points open for flashback-type scenes. Some odd looking moments in the centenary that make sense in the 60th. The only problem would Chibnall being screwing everything over in the set-up part.
McGann would be great, of course, and if Nicola Walker is available do a screen version of Liv Chenka so much the better. Charlotte Pollard (no relation to Vikki Pollard) might be a bit hard to shoe-horn as a 19 year old and have India Fisher in the role. Being time travel it could be much later in her life rather than that Doctor's "current" companion.
But the thing I still want more than any other piece of nostalgia is Susan's regeneration while Carole Ann Ford can still play the original.

They could base much or all of the special around some kind of regenerative "metacrisis" that sees her interacting with the personalities of the previous Doctors, then they could totally use their current-age actors; they look older because they've been there the whole time, their knowledge their quirks and personalities, all shine through on occasion and most incarnations remember the previous ones.

I desperately want to see Eccleston/Capaldi do a "parallel solo adventures" multi-Doctor story, where both are facing the same enemy across different points in time, and the actions of the 9th affect the story of the 12th (kind of like how in the 50th the War Doctor scanned the door so that the calculations would be finished for the 11th at the same point in time, but on the scale of a full story). have their communications be super limited so that each has to try to problem solve using their individual wit. that way it's both a multi-Doctor story for the fans but respects the singularity of the Doctor that Eccleston and Capaldi both seem to venerate

A way to do a multi-Doctor story without following the trend for all the Doctors meeting could be done by bringing back River Song.
By telling a story from her narrative viewpoint it would be possible for her to progress backwards through various Doctors progressing the plot with each one and tieing it all up by meeting David Bradley's first Doctor.
This would allow as many Doctors as wish to, including the classics with the use of same kind of CGI that say Peter Cushing in that Star Wars film, put in a cameo role.
