Lower framerate will make stuff harder or impossible. Higher framerate will make stuff easier and allow for more tricks which is why there's a rule that you have to lock it to 60 in speedruns.
god, I still don't get how people can consistently do frame perfect inputs in any game, like in this or in controller based games like smash, heck, I cant even short jump in smash

How can I use savestates ?
There's no such thing as savestates, there's commands to save and load your position though.
