He talks about "how they don't need words" and then for Kaito, he said "something about their bond' being a "special something", and Kaede he's talking about his future and "spending every second of it with you", which is, very obviously, the most romantic thing he said to everyone. Kaito, he doesn't say anything that really suggests they're ever going to talk again, other than how he'll "always be his sidekick". It's probably because Kaito would be training for space, and he wouldn't really have time to see Shuichi again. Anyway, this is just to say, that Kaede and Kaito are both super important to Shuichi.
When you go into the student handbook playing as Shuichi or the character gallery, it displays characters in a specific order, with Kaede being last. They did the same thing in S. I'm pretty sure justonegamr likes Kaede since his first video playing Ultimate Talent Development Plan he uses her.
