Fixing Western Rome - Attila Total War

How could the Western Roman Empire be improved in Attila Total War, to be more enjoyable, and historical at the same time.
For this series we take a faction that the community believes got cheated in Total War. We then discuss it's problems and try and improve it, keeping roughly within the limitations off the game engine.
This is done for fun, but if any developers want to take any of these ideas, feel free to.
Western Rome is an ok faction, difficult, but I feel it needs to be way harder.
