that's how most public places are, if you put in a reservation for more than half of the place you have to pay at the very least half in advance just in case this very thing happens.

Story #2 so not the jerk. Just towing the vehicle without saying anything would have been a jerk move, even if within your rights. Trying for a few hours to get them to come talk to you and then getting the police involved, not with the intent to arrest anyone but to just get them to properly interact with property owners is a really kind and patient track to take. The woman having a warrant is her problem, the woman being pregnant and staying out in the water so long she felt faint and had to leave in an ambulance was also her problem.
At the restaurants where I’ve worked, typically the boss makes any large party such as that place a very large deposit to reserve multiple seats/tables, and tacks on an automatic 20% tip per server. We haven’t had anyone flake on us.

Dolly Story: Happened to me once, on a very bad day. I just quit my job after a harsh interaction with my boss and the manager, so I was pretty pumped up already. I was sitting on the sidewalk, with a smoke and music. The sidewalk is HUGE, it's meant to be a venue for parades and shit. Some older woman thought it was funny to ram into me with her grocery cart. For context, we were at least half a kilometre from the nearest grocery store. I looked at her, already irate, and I saw her smirk. She was *pleased* with what she did. I got up, grabbed her grocery cart, flipped it on the ground, stepped on her grocery for good measures, then passed her by. My only disappointment is that my song at that moment wasn't "Threw It on The Ground" by Lonelyisland. It would have been perfect. I felt bad after a while, but once I got home, I was in a good mood, so... Thanks, lady, guess I needed that.
About that guy who reserved all of those tables and didn't show up. Have them reserve in person and make a cash only deposit for all of the business that you would get on average for that time of the month and day. Once he makes that deposit he must show up or he doesn't get any of the deposit back. If they do show up as they agreed, they can have whatever is left of the deposit when they are done with their reservation
This is why I believe there should always be a policy of you own a business for people can reserve any form of seating that they should only be allowed to hold it for about an hour and if they do not show up then that reservation they made has cancel for the sake of other people being able to enjoy the business and being able to be seated properly without having to turn anybody away
A lot of restaurants require a deposit for such large parties, so if they don't show up or cancel for whatever reason the restaurant isn't entirely losing out.

That’s 720 dollars or lost revenue at a significantly low estimate(20 bucks a person). Probably closer to twice as much if not more depending on what sort of restaurant. Definitely not something to sneeze at for a business with tight margins. Let alone the serving staff losing out on possible tip revenue. For a reservation for such a large group there should be a booking and cancellation fee taken with the reservation.
