The Russian flag in this is scene a little crazy to me because of how the average viewers knowledge changes over time. Today, we immediately recognize the Russian flag as it is in use again, but when this movie came out most Americans were probably unaware of what flag it was before seeing this because Russia was under the Soviet Union.

No, Heil Dir im Siegerkranz was the Imperial anthem, not the state anthem. Just like today many European monarchies have royal and state anthem.

Это потому, что ты не понял смысла. Смысл фильма в том, что Китай раздирали иностранные державы. Среди них Российская империя. Гимн звучит убого, а текст вообще унизителен для тогдашних жителей России.

From what I know Das lied der Deutschen was much more popular than the royal anthem Heil dir im Siegerkranz so they probably chose the former to play

At this time Austria Hungary anthem sounded like this actually, and it was sung in multiple languages to honor their king and emperor. It was called "Gott erhalte Franz den Kaiser." Enjoy ;)

The scholar-bureaucrats (mandarins in China, Yangban in Korea) ruled with too tight a grip. They grossly under-estimated the depth of the reform necessary to respond to the Western challenge. The Japanese took the correct path, and quite speedily changed direction and reformed everything (but especially the school system). The Chinese and Koreans dithered. Korea got swallowed by the Japanese -- who were eager to take it from China and to keep the Russians out (and get a foothold in Manchuria and get the Russians out of there as well).
Historically, Korean don't have Empire just a king.

A 1965 movie 🎥 called 55 Days at Peking was a great and powerful TV gave what was it like in 1900 China. Charlton Heston, David Niven, Eva Gardner, and others play in that movie.
