For those who are wondering, I believe they are using a tubular bandage (sometimes called tubinet dressing) with an applicator. I came to the comments to see if there was any mention of whether they used a smaller size of tubular bandage or if it’s kind of all the same size, but no luck. I’m doing research myself but so far, that’s what I’ve seen the dressing and applicator called.

Her grandmother, Feng Cheng, 60, secured a bandage with an elastic band around Tue’s finger to try to suppress the blood. However I do not recommend covering the finger tip completely like this.
A little rough application. This was a real injury I don't think I'd be really happy.
