If it is steel, it can be kept. Aluminium containers will tend to have discolouration.

The rack being used for the teaspoons (4:13 for the video) on the top rack is actually a dual-level cup rack or stemmed glass support. This is to allow two levels of lightly-soiled items to be stacked in a staggered fashion, say small glasses underneath and coffee or tea cups on the rack above. These cup racks are supplied "as is" with each model of dishwasher, with different models and brands supplying varying numbers of them for both the lower and upper (or middle) racks.
As there aren't a large number of pieces of western-style cutlery being washed (e.g. forks, knives, dessertspoons etc.) the actual cutlery basket that's supplied for the bottom rack isn't being used, which does free up space below for the many cooking vessels.

Try using less detergent. A small amount goes a long way and too much will result in build up
