@RetconRaider might I ask, where did you find the info on Diana and Derek having an actual 'dispute'? I presume there was the difference in their ideas of how to run vault 29 that could make one think that, but I dont recall ever encountering any mentions of Diana being 'horrified' at Derek's ideas. Also, if you have a source where each of their ideas is discussed in depth, I'd appreciate (to me, they basically wanted the same exact thing, a tribe not reliant on modern technologies but still operated by a computer in form of DIANA; maybe Diana wanted them to be peace loving hippies but not Derek?)
It's mentioned in Design Document 05 (Twin Mothers) towards the bottom of Page 4. :) That section describes how Derek consulted Diana about his plans for Vault 29 and was surprised by her negative reaction. He refused her request to cancel the experiment, so she quietly hijacked it instead. She did recognize some merit in his proposed experiment, she just felt his approach was "morally objectionable on several levels." I imagine that's why there was still a fair bit of overlap in how things turned out, but with Diana playing a much more proactively protective and nurturing role than what Derek originally envisioned for the ZAX supercomputer she had secretly replaced.
Officially, it's semi-canon. At least according to Emil Pagliarulo. According to him, the only stuff that counts is anything that they reference in the official games. But, that said, they've basically made no references to it in any of the official games, which essentially means that none of it is canon yet. In Fallout 3 they made a single reference to a "rogue faction" that might be the guys from Tactics, but it's in the wrong city.
@@RetconRaider No they got the city right, the Midwest Brotherhood was formed in Chicago which was stated in Fallout 3. Other then the Midwest BoS' origins that was canon in Tactics was the main story events. I hope 5 takes place in Chicago (or Ronto since I'm a Canadian who lives near Toronto) because an update on the Midwest Brotherhood of Steel in LONG overdue. As of the events in Fallout 4, it's been 90 years since the events in Tactics took place

Harold wasn't in Fallout Tactics , the Harold in Tactics was a tip of the hat to him. I didn't know Harold was a mutant, I always called him a ghoul with a unique mutation. I didn't know you could avoid the Nursery and get a Bad ending to the game. I knew Poseidon Energy was one of many corporations that conspired with the Enclave before the Great War but I didn't know that they were the precursor to the Enclave. I forgot about the "Mr. Green" mascot for Greenway Hydroponics. I didn't know Derek gave his projects names from Roman mythology or it was because Poseidon Oil gave their projects names from Greek mythology (though it does explain Diana's name). I didn't know that that was the exact reason behind Derek's decision for the Vault 29 Dwellers to be independent from technology. I also didn't know that old parents were going to be in the vault with the children contradicting the lore from the bible. I knew that Diana was human, but I didn't know that becoming DIANA would make her a cyborg. I didn't know that Boulder Dome was to be reveled as the birthplace of robobrains. I didn't know that two ZAX's were connected to both hemisphere's of Diana's brain and what their purpose was, and I forgot that she missed her old human self and was becoming insane. I didn't know that disembodied brains cause eventually insanity and that C.O.D.E was used as a countermeasure against it. I forgot that Diana was desperate for contact. I didn't know that the Nursery was near Black Canyon National Park. I forgot why the military picked the location but I didn't know how the military reached that decision. I didn't know about the maintenance robots or that the Nursery was aboveground. I also didn't know of the Nursery's power plant or that the Nursery could be used to make G.E.C.K's and customize them. I didn't know an earthquake severed the communication between the Nursery and the Twin Mothers and that it left the Nursery in disarray and the genetic repository at risk of shutting down. I also didn't know that the player could find out the Nursery's location from the Boulder Dome Think Tank. I didn't know Diana rerouted some of her power to try to save the repository resulting in her shutting down and turning off the robots at the Nursery. I also didn't know about the hurdles the player would have to do to find the cure for the New Plague. I didn't know that the player could die from the New Plague but it made sense. I didn't know about Akisha Moon, or that she was a Follower of the Apocalypse who discovered some Vaults, or that she helped DIANA reroute the power to the repository. I forgot that Harold was going to be in Van Buren but I didn't know where (seems fitting he's at the Nursery since he "came from Vault 29"). I didn't know those were the reasons why Harold "left Vault 29", I thought he did because he wanted too. I also didn't know Harold was originally going to be from Vault 27 either. I knew of the attack on Mariposa Harold was a part of that made him the mutant we know and love but I didn't know it happened that early in the Fallout lore timeline. I know Harold was exposed to the FEV virus at Mariposa but I didn't know he carried it with him. I forgot that the Twin Mother's Vault was originally going to be Vault 31. I didn't know "Bob" was going to be sick until Diana cured it or that Harold's memory was erased using C.O.D.E technology when he "left Vault 29". I didn't know Harold was considering swapping "Bob" for something else

Wasn’t Tactics considered semi-canon? Like developers were free to just pick and choose what they put in their games from Tactics?

This eventually became Vault 22 in New Vegas. I much prefer the Van Buren version.
Some concepts also sound similar to Vault 81, with the vault's experiment being compromised into doing something good.

After what bethesda done to Harold in fallout 3, I rather prefer him to be in Tactics
