I think it’s because Koops is the most developed character in the base game. So he gets a lot of extra love in the mod by necessity. Plus Carbons plan of world domination and patricide is by far the most interesting sub plot ever.

When the entire ordeal was over, Carbon realized that he had gained value for himself and had grown stronger in many ways. He even learned that it was okay to love himself. More confident in himself, he returned home to Koo Koopie and his father, though the fate of both of them is still unknown. And thus concludes... the tale of Carbon. The best anime character arc to this day.

Carbon's arch as an aspiring tyrant, as far as I came to understand it: He is a prince, so step one to ruling is killing his father. Furthermore the mayor of Petalburg eats people. Now what was Carbon's motivation? Eating Hoko Saba and then destroying Petalburg. The first step in his design, he'd usurp power by killing his father, taking the throne and legitimizing his rule by having eaten an entire dragon. And of course Petalburg also would be his first target to "end all". On the journey, his moveset revealed his superior airforce (flying the shell against all enemies on earth) and later on even nuclear weaponry (nuclear noise) so we know he's been planning this well. He is extremly affectionate towards Mario to ensure he can stay along for and unlock his powers. By the end he indeed was so strong he'd talk smack to the Queen of Shadows herself (You were talking?") and even leading up to this point we see, Carbon just does not take the danger ahead serious anymore, as indicated by all his innocently nonesensical utterings, like "Do you fish?" Peach herself speaks of a terrible darkness that is inbound. That darkness indeed is Carbon's true rise to power. Goombell only hints at it after the credits as her speech is already censored by the growing influence of Carbon: "Guess what Carbon did" followed by "The mayor wants to be the mayor and live safe" Goombell adds to this, quite tellingly "Think about it" So Carbon has now decisivly taken over and is threatening the old mayor's life, since he is probably done with his father by now. That is why Mario was "shameful"... Frankly knew that Carbon was the true threat and that is why he and Peach at the end and throughout the adventure at times express support for Grodan&Co. Carbon truly is the gem of this mod.
I believe the prevailing theory is that it's supposed to be King K in this scene but they used the wrong koopa, given his character in BoMToD he could be attempting to refer to Mario's or his own love. Though him moving on from Mario with Hawc Green is also an interesting possibility, maybe he's the wrong colour in solidarity with Hawc Green?

Carbon's arch as an aspiring tyrant, as far as I came to understand it:
He is a prince, so step one to ruling is killing his father. Furthermore the mayor of Petalburg eats people. Now what was Carbon's motivation?
Eating Hoko Saba and then destroying Petalburg. The first step in his design, he'd usurp power by killing his father, taking the throne and legitimizing his rule by having eaten an entire dragon.
And of course Petalburg also would be his first target to "end all".
On the journey, his moveset revealed his superior airforce (flying the shell against all enemies on earth) and later on even nuclear weaponry (nuclear noise)
so we know he's been planning this well.
He is extremly affectionate towards Mario to ensure he can stay along for and unlock his powers. By the end he indeed was so strong he'd talk smack to the Queen of Shadows herself (You were talking?") and even leading up to this point we see, Carbon just does not take the danger ahead serious anymore, as indicated by all his innocently nonesensical utterings, like "Do you fish?"
Peach herself speaks of a terrible darkness that is inbound. That darkness indeed is Carbon's true rise to power. Goombell only hints at it after the credits as her speech is already censored by the growing influence of Carbon:
"Guess what Carbon did"
followed by
"The mayor wants to be the mayor and live safe"
Goombell adds to this, quite tellingly "Think about it" So Carbon has now decisivly taken over and is threatening the old mayor's life, since he is probably done with his father by now.
That is why Mario was "shameful"... Frankly knew that Carbon was the true threat and that is why he and Peach at the end and throughout the adventure at times express support for Grodan&Co.
Carbon truly is the gem of this mod.

I believe the prevailing theory is that it's supposed to be King K in this scene but they used the wrong koopa, given his character in BoMToD he could be attempting to refer to Mario's or his own love.
Though him moving on from Mario with Hawc Green is also an interesting possibility, maybe he's the wrong colour in solidarity with Hawc Green?
Wasn't Rawk already married to Bowser in this universe, though? Unless they've got some kind of polygamy setup going on I guess.

I said it before but I'll say it again: thanks for sharing this Stryder. I had a lot of laughs and even felt a bit creatively inspired by some of the party member dynamics; I can't say I've heard many tales where one of the party members is a possible bigger threat to the world than the main antagonist, while simultaneously owning every second of it.
