@@ashwolf2006 I dont think that quest is tied to doing Garrus' loyalty mission. You just find the false ID chip but you can do or even before doing Garrus' quest via this method not using the chip.

Then should be around the time the abduction happens, and since you took care of everything, you can go straight to the Omega 4 Relay... (Will have to work my way to Mass Effect 2 to be able to test said theory; still playing ME1...haven't even gone to Therum, Feros, or Noveria yet; was too busy sweeping up the quests on the Citadel) ADDITIONAL DATA: A blurb on the wiki, in one of its guides, says ' it is important to activate Legion prior to accessing the Galaxy Map. Otherwise, it is impossible to perform Legion's loyalty mission and also save the Normandy crew', which means my theory may hold water; so long as you go activate Legion IMMEDIATELY after getting him, you should have a shot at his Loyalty Mission BEFORE the abduction, thus getting the Perfect Ending...

IIRC, he does have lines for almost every mission, before and after the Horizon mission. If you're on pc you can mod it or patch it, I believe
I know. They had EDI dialogue that explained they were ready to install the IFF whenever Shep says. So it was likely an option at one point to wait.
