So, the acrobat does this, and soon there is a crowd watching and cheering. The acrobat gets carried away and swings up over the top of the cage, landing inside the lion's den next door. A lion starts to walk toward him, and the acrobat starts yelling, "Help! Help!" The lion said, "Shut up, you fool, or you'll get us both fired!"

The Rick Jones telepathy with the Hulk was actually in the original six issue run, but lasted very briefly. Incredible Hulk issue three.
The Hulk stories are from the 6 issue Hulk series, Tales to Astonish and the Avengers #2 to boot. And they're ALL out of order. And the Hulk changed intellect three times in the Hulk book, and twice in the Tales to Astonish run they posted.
The Ringmaster episode was from a book where Banner was stuck as the Hulk and was mindless and telepathically linked to Rick Jones. It was a brief 2 issue storyline that led to Banner developing the transformation setup in the Hulk cave.

And thank you, milord, for reminding me that David Wayne had a walk on the wild side (epecially for him) as The Mad Hatter. Takes moxie to star in that series - you have to give no....er, hmm... you have to be *really* self-secure. Or in Van Johnson's case, an ego as big as all outdoors (and singing yet, oy).

Ringmaster and Mad Hatter. Two mind controllers in top hats. Which came first?
Got to admit, Stan Lee didn't really work hard on Hulk stories.
None of this was ever going to end well for the Ringmaster. Eventually the FBI was going to figure out the common thread and bust him. Meanwhile, Ringmaster should have been so busy counting the money he looted from entire towns to bother with the Hulk.
Meanwhile, the military would be all over him like white on rice if he advertised he had the Hulk.
Both of these sort of played out here, so at least the writers knew on some level Ringmaster didn't bother to think things through. I bet his insurance also doesn't cover damages. Maybe his lawyer could argue that he's just the circus strongman and not a wild animal, but then they couldn't produce a contract. His lawyer might quietly suggest that kidnapping and false imprisonment charges aren't worth the claims.
I'm willing to accept General Ross wanting to capture the Hulk to reverse engineer his abilities, or because of some homoerotic attraction he has to green skinned men who could win Mr. Universe. Honestly, I'd hold off on any attempt to capture him until they've figured out a way to contain him.
