I'd argue Caesar is the richest, in terms of resources at his disposal. His empire is vast, his slave army would have the capacity for producing a wealth of security, food and scavenging opportunity. His main drawback would be his lack of ability to coexist with the other major stakeholders, the extreme resource sink in maintaining such a large workforce, and his empires need to continually expand to continue increasing their wealth.
Good point, I was staying away from large groups to focus on individuals of high wealth but given the legion is a dictatorship, you have a point there. Also has the ability to enforce the use of his own currency
After Caesar dies, the Legion will die. It won't happen immediately, might take years, even decades, but the legion will eventually disperse into smaller warring tribes. People say that Rome wasn't built in one day, but they forget that it didn't fall in one day, too.
Ceaser has nothing but land, you can't kill/enslave everyone you meet and then expect them to give you all of their resources forever, even if Ceaser lived, the Legion would crumble within itself after a few slave rebellions, especially with all the guns and explosives laying around that the Legion doesn't use

Gunderson is an NCR brahmin baron, if the NCR dollar value falls, which is the case in 3 of the 4 New Vegas endings, then his ability to hire an army would be drastically cut. Same with the NCR military, even if you conscript the manpower and seize the weapons from manufactuers that won't get you far for long unless you pay someone to bring in more weapon supplies or hire someone to go after the deserters. Tenpenny is milking his cash cows, but what happens when they are gone? He is rich because he's rich and can afford to upkeep a place that people pay top dollar to live in, once all his clients are gone then so is he. House and Ceasar on the other hand don't rely on bought muscle, both have armies based on loyalty programming, either organic or synthetic. Doesn't matter if the cap collapses as a currency, you're not paying the securitrons.

I really feel as though the Sole Survivor of Fallout 4 can be among the richest. Assuming you begin to lead the Minutemen and take over the Commonwealth, you can generate a mass amount of profit. Head canon speaking, that can evolve into trade in and outside of the Commonwealth, almost forming a Minutemen-driven monopoly over the region, if not New England. I use Sims Settlements 2, and a handful of roleplay to make my playthrough feel as though the Commonwealth becomes a nation; trade becomes organized.. companies forming, all of that stuff. Therefore, if playing honestly, the Sole Survivor taking such a path, or similar, would be the richest.
I’m probably not the first to say you forgot about the Cabot’s, it’s not one individual person, but they’re prewar, have a pristine home, own the asylum and employ security to guard it, and they still have use of their bodies

So I think it´s time for a list of contenders getting their ending: FO3: Ashur/Wernher(Steel mill+ standing raider army) Ashur is wealthier than Wernher though NV: Gunderson(Food production + mercenary army) Ceasar(Empire with its Legions) House(Hoover Dam-->water + electricity, weakened Strip, but enlarged defense industry+robot army) FO4: Arthur Maxson(controls the Capital Wasteland, takes food from commonwealth farms+BoS army) and now the Sole Survivor as Director of the Institute: Large amounts of electricity, manufacturing capacity for synths, weapons and likely other stuff, larger than demand food production, control over Bunker Hill plus a big synth army as General of the Minutemen: Many settlers who plant food, all the water you need(Greygarden+Vault 88 provide non settlement building examples), in the long term ammo manufacturing plus a large Militia the Sole Survivor also controls 4 settlements on Far Harbor, has influence in Nukaworld, controls an independent robot factory and will have to deal with the Forged in Saugus Ironworks so by 2300 his/her own steel production is very likely.

One could argue that the player character at the end of Fallout 4's Nuka-World expansion is one of if not the wealthiest individuals in the wasteland. By the end of you you're in control of the entire park, two Raider gangs each the size of an army, the traders in Nuka-Town USA, and whatever raider outposts (at least 5) you established within the Commonwealth all sending caps and supplies back to Fizztop Mountain.

entertaining video, im kinda suprised no mention of enclave or brotherhood of steel, but its hard to gauge the resources of either faction so thats understandable they got no mention but i was in no way suprised by cattle baron here, cattle barons and water merchants are who control the NCR and comment on tempenny security guards, i dont think they are paid well, i can guess that getting to sleep in this secure tower for free and getting feed is huge benefit even if pay is febble
It's all a bit subjective, I'd say he certainly has the grandeur of wealth and a lot of resources, but I think there are other individuals with a greater wealth of resources, or a means of generating things that others will pay for than Robert House
Maybe Tandi during the canon end of fallout 2, where NCR control all the brahmin industry (both source of locomotion and food), the few activ mines of gold and uranium, power with gecko power plant and technology with both vault city and former vault 15, and most of trading caravan in the grand circle, she also have the political power to stayed as president for her whole life
Hear me out; If you really wanted to become the richest person in the wasteland, all you need is The Sole Survivor from Fallout 4. Purified Water Farming combined with the Cap Collector and Strong Back perks plus Industrial Water Purifiers plus all the Tales of a Junktown Jerky Vendor magazines plus the Barter Bobblehead and finally the infinite settlement size glitch all utilizing the Spectacle Island settlement basically ensures you’d become the richest man or woman in the entire wasteland, period. Far beyond any, ANY, other wasteland capitalist in their fancy towers or with their real estate. I’m talking basically infinite caps. You can easily lick 1 million within a couple of in-game months. Easily.
We can safely assume that settlers who run businesses pay taxes to their settlements, as they do in Fallout 4. With that in mind, I would think the wealthiest NPCs would be Robert House at #1, followed by Allistair Tenpenny. They are the only NPCs that run thriving settlements....other than Dave. Lmaoo
After getting blamco'd in the head by Benny, I came to and realised I could become wealthy with a little bit of work, and so I set out with a single Medicine Stick and created an empire built upon stacks of stripped Legion Assassin corpses, and eventually got to where I had to start ditching salvaged gear because I ran out of merchants to sell to every week.
I still put mr house over the brahmin barron sure he has money for mercanaries and lots of cows for meat and land but mr house has soldiers that never need to eat or sleep that can be manufactured over and over again and upgraded and auto repair and an infinite power supply and caps rolling in daily is strong enough to oppose caesar and the ncr is a prodigal genius and enough clean water from lake mead and tbe colorado to last multiple life times. The brahmin barron shutting vegas down meant that hed ruin its reputation and refuse to sell them brahmin him and his rag tag group of mercs arent stronger than the ncr or Caesar

but i was in no way suprised by cattle baron here, cattle barons and water merchants are who control the NCR
and comment on tempenny security guards, i dont think they are paid well, i can guess that getting to sleep in this secure tower for free and getting feed is huge benefit even if pay is febble

Hear me out; If you really wanted to become the richest person in the wasteland, all you need is The Sole Survivor from Fallout 4.
Purified Water Farming combined with the Cap Collector and Strong Back perks plus Industrial Water Purifiers plus all the Tales of a Junktown Jerky Vendor magazines plus the Barter Bobblehead and finally the infinite settlement size glitch all utilizing the Spectacle Island settlement basically ensures you’d become the richest man or woman in the entire wasteland, period. Far beyond any, ANY, other wasteland capitalist in their fancy towers or with their real estate.
I’m talking basically infinite caps. You can easily lick 1 million within a couple of in-game months. Easily.
I do not recognize any of these scenes/areas from my version of fallout. I guess there must be another version out there for sale.
We can safely assume that settlers who run businesses pay taxes to their settlements, as they do in Fallout 4. With that in mind, I would think the wealthiest NPCs would be Robert House at #1, followed by Allistair Tenpenny. They are the only NPCs that run thriving settlements....other than Dave. Lmaoo
In the end you find out it never really mattered who was the richest. It was about the mutated friends you made along the way
After getting blamco'd in the head by Benny, I came to and realised I could become wealthy with a little bit of work, and so I set out with a single Medicine Stick and created an empire built upon stacks of stripped Legion Assassin corpses, and eventually got to where I had to start ditching salvaged gear because I ran out of merchants to sell to every week.

I still put mr house over the brahmin barron sure he has money for mercanaries and lots of cows for meat and land but mr house has soldiers that never need to eat or sleep that can be manufactured over and over again and upgraded and auto repair and an infinite power supply and caps rolling in daily is strong enough to oppose caesar and the ncr is a prodigal genius and enough clean water from lake mead and tbe colorado to last multiple life times. The brahmin barron shutting vegas down meant that hed ruin its reputation and refuse to sell them brahmin him and his rag tag group of mercs arent stronger than the ncr or Caesar
