Sometimes you make sketch on face and then go and edit feature that creater that face first time. And boom - half of project vanishes. In that case sketching on plane makes sense, if you want more flexibility of what is before this sketch.

Scenario: I am making a table. I have sketched the table top and I make a sketch for one of the legs. Is it better practice to sketch the 3 remaining legs on the remaining corners, then extrude all legs. Or would it be better to extrude one leg and copy it three times?

Yeah. That is true. In fact, the origin planes are the most robust for avoiding errors so design intent is critical.
