Its hard to say they are bad people. But moreso, worried about going against the culture & getting the backlash. Most people in that situation would do the same shit. Its a fucked up situation, but many just want to keep their job to support their family. It all starts at the top. And a chief or higher up, who encourages the force to bring forth bad policing reports(which i bet is very very rare).
When a good cop does the right thing, their brothers and sisters in blue stop responding when they need backup. They get nitpicked by their superiors for any and all policy violations, no matter how small or if they ignore it when others do the same. It truly is a gang and the actual good cops are seen as snitches to be taken care of by any means necessary.

In this case the previous one (Laura Curran, a Democrat) appointed Ryder as police commissioner. The current executive, (Bruce Blakeman, a Republican) kept Ryder on as commissioner. It illustrates the corruption, as party affiliation doesn't matter when both parties are corrupt.

I was a good public servant (mil/LEO). They hid corruption from me, but I knew it existed. I started to become corrupt personally not professionally myself, just knowing that it was happening and I could do nothing about it was changing me so I left service of all types. I started protesting where I saw corruption, people didn’t believe it was real. You are correct, the best way to support good people is to call out the bad actors, that goes for any profession.

I recently did a story in Whitesboro NY about the rude employees at the village hall. Within a day of the video being aired a half down people left emails about corruption and denial of service that cost one taxpayer 10k.
