I have cutscenes fps bypassed and it has nothing to do with that. It's called traversal stutters where the game don't know what texture streaming pool size to use according to your VRAM and the game don't precompile the shaders beforehand. So everytime you reach and visit the same spots, it will give you the same stutters. 🤷🏻♀️🤧
You forgot to turn the V-sync off, which is why your fps was only limited to 60 on 1080p low. I'm playing this on my RTX 4050 laptop and getting an average of 70-75 fps on 1080p low settings, dlss off.
These Zoomers don't even know what "optimize" means, they always use this word in every game they play, this isn't about optimization, put this into your head once for all. it's the graphics card that doesn't have power to run this at 60. And besides, optimizing a game will reduce for example the number of the trees on the game, objects and etc, wich will ruin the graphics of the game.
This game is terribly optimized. It even stutters on high end GPUs. Uses system resources very inefficiently. There are also better looking games than this which are much more performant. This is what people mean by the game being unoptimized.

My laptop has the same specs.Switch to FSR quality. You'll be able to play this on Ultra with almost no stutter at all. At least that's what I did.

This game is not optimised. Lots of frame drops . Cut scenes are too laggy.
For these kind of graphics it is very bad , hopefully first few patches will fix it .

"1080p Med DLSS Performance" will give you decent 60 fps experience (2:49)
