Yes, but also many people don't realize that throwing biodegradable materials into the landfill is not good. Landfills don't contain the proper microorganisms to break down. Even putting it into home compost piles won't work- when products are labeled compostable or biodegradable, it's often only in commercial facilities. Basically, it's greenwashing- but technically true.

There are differences in the way biodegradable and compostable products breakdown in a home compost setting (maybe neighborhood compost should be available for cities?) vs landfill setting (www.ncbi.nlm.nih.gov/pmc/articles/PMC2873018/). Switching to these products can be a better alternative to managing global waste increase if disposed of properly. Plastic is obviously not the answer.

My mother also, everytime she buys sopas or arroz caldo, she brings her own lunch box. Because the seller saves one paper cup for that, she adds more sopas. Kapag bumibili kami ng dirty ice cream sa mga dumadaan lang dito sa bahay, sa mug namin pinapalagay. And the ice cream man gives us extra scoop. So, more ice cream na, one less plastic waste pa.

There seem to be replacements for everything, like perforated cardboard for bubble wrap, but clearly the problem is very deep and has to do with a throwaway corporate-consumer culture. Laws need to change and our whole lifestyle needs to go sustainable. It sickens me that 1 million seabirds die each year from plastic, whales are washed up starved to death with stomachs full of plastics. It's shameful and disgusting what we are doing to ourselves and other life forms.

What is interesting here are the comments Denouncing Colbert by Filipinos. ua-cam.com/video/X9yBp6bjXeY/v-deo.html
You are right this video is more about Duterete's response to trash and not about his drug war. Also the the comments here by Filipinos show they love what Trevor said about Duterte. He made him look good. Since many people outside of Phillipines may not be aware of his dictatorship he could have thrown in a side joke to make people aware. Given the serious nature of Duterte's drug war, making him look should have been avoided.
My point is with all Trevor's animosity for some aspect of the West and especially Trump, he could have informed us that Duterte isn't so cool despite his bombastic response to Canada. It is all about how he frames the topics. There are always multiple layers and jokes so he could have slipped in something about Duterte not being such a great guy after all.

Judging people who recycle incorrectly doesn't really work, it's better to change the environment so everything works in the optimal way and it's easy for people to do the right things.
