Or just straight up buff its damage output by giving it Sheer Force. Mesprit is a Being of Emotion, so it could obviously get Moody, but I also like Regenerator since it used to run away all the time while trying to catch it in earlier gens. Uxie could have used Unaware, but it doesn't really fit with a Being of Knowledge, unless you use the typical trope of a nerd being so busy with their books that they forget the world around them. Analytic would fit the theme, and it's unlikely to attack first and capable of taking hits, so it could see some use.

Flying and levitate mons being unaffected by terrains is so dumb. Like you can never get the damage boost just because you're flying. You don't even get around stuff like priority blocking

If Weedletwineedle has taught me anything you can probably make a gimmick around Azelf but using a pokemon with Skill Swap that has an Ability that can benefit Azelf. And then switching into Indeedee for Azelf to hit the powerful Expanding Force

And have each ability mach their theme. Just one of the Following examples could boost their game plan. Azelf is willpower: Guts, Dazzling, Competitive/Defiant, intimidate, or Serene Grace. And a Strong/Boring ability for it: Sheer Force Uxie is Knowledge: Magic Bounce, Magic Guard, Clear body. Boring/Strong for it: Regenerator Mesprit is Emotion: Rattled, Anger Point, Serene Grace, Friend Guard, Hospitality, or Prankster. Busted/Boring would be: Moody As of right now the trio are OK choices, what save them is their Enormous TM pool they can learn from and Good stats.
This is barely related, but I just realized how Game Freak can fix Regigigas and Slaking without giving them new abilities. Make it so electric terrain "energizes" them, and negates their ability. Sleep is already negated on electric terrain, so it makes sense that Slaking would stop loafing around and Regigigas would skip the slow start. Additionally, they could make it so Grassy Terrain boosts their defenses while their ability is active, so Slaking takes less damage while pretending to be bread and Regigigas is bulkier while warming up. Regigigas is already bulkier than Slaking, and could use Body Press to deal more damage for those 5 turn, so it would probably be enough with a 10% boost to both (from 110 to 121). Regigigas would obviously lose the defensive boost after the five turns were up, but by then he'd be able to hit hard and fast, so it shouldn't be a problem. Slaking has a terrible Sp.Def so it could probably handle getting that doubled (65 to 130), and a reasonable defense, so a 50% boost is enough (100 to 150), and this may seem high, but it would only be active on his off turns, so the idea would be that you can hit him hard while he's sleeping and protect while he's awake, or you can use the free turns while he's sleeping to set up somehow and then hopefully be able to hit faster or take the hit while he's awake. Wouldn't need to do give advantages on psychic or fairy terrain, but could make it so protect (and such moves) doesn't work on psychic terrain since it's a priority move even though it doesn't affect opponents, maybe let Detect override that though, to give people a reason to use it instead of Protect. I don't know what they could do on Misty Terrain tbh. They could also just fix slow start so that it slowly increases Regigigas attack and speed from halved to a 40% decrease to a 30% decrease and so on, but that would probably be too slow as well, but it would make thematic sense as he's slowly speeding up and gaining momentum.
Azelf CAN, however, learn Skill Swap. If you like playing with fire, you can get a second Pokémon that make use of Levitate, or with an ability that buffs Azelf, for a swap.
-doubles -turn one have azelf and a Pokemon with gravity of smack down enter the field -have azelf set up psychic terrain -hit azelf with smack down or use gravity -profit (Or just give azelf the heavy ball item that’ll make it be on the ground)
I've always been an advocate for getting rid of the Levitate ability and instead replacing it with a Grounded tag. Pokemon that use to have Levitate will have the tag set to False and would be able to use to finally get useful abilities. When this get added tho, there might be a problem with Roost. Would it work as usual (lose Flying type) or should it set Grounded to True and keep the Flying type (Ground moves should still hit despite the Flying type since the tag should take precedence over the typing)?
Azelf needs to be an exception with a hidden ability, sure Levitate would be useful sometimes, but any decent ability would be acceptable for this little guy to be able to touch grass (or in the case of Expanding force, a weird terrain)
Nah, the best pokemon suited for this is Rotom fan form. Imagine, having levitate as ability despite being immune to ground type due to being flying type. 😆
