Fearow can't learn Brave Bird becasue it is a vulture and vultures are scavengers meaning they are fearful and careful and only eat food left behind instead of hunting and aren't brave.
ok, then why can mandibuzz who is also even more clearly a vulture learn it? also fearows dex entry; "Its long neck and beak allow it to pluck prey from both land and water, and it has even been known to steal from unwary humans. It will shoot upward, and then dive down to catch prey. It will also catch tiny insects that hide underground and circle the ocean for fish.'' so they arent scavengers at all theyre active predators.

To me, it makes sense Aggron learns Surf
Early gen kaijus had a massive elemental coverage consisting of Surf, Flamethrower, Thunderbolt, Ice Beam and it's stronger yet inaccurate variants (minus Hydro Pump). This benefited some of them a lot in the short or long run, like Mixed Tyranitar, or modern day Sheer Force Nidoking.
Heck, Groudon learns Thunderbolt and Thunder if you're interested.
Ikr just look at Rhydon it's always been able to learn Surf and it's 4x weak to water. Another fun fact it couldn't learn a Rock move by level up until gen III 😅

Though you'd rather use Blizzard as it has the Freeze chance and serves on other matchups like Exeggutor
The japanese move names are different, they aren't exact translations. That's why the logic is weird in english for anyone wondering

Actually sacred sword is learned by many, Secret Sword is only learned by the quartet. Also Wooloo doesn’t learn rollout
*OBJECTION!* High Horsepower's description reads: "The user fiercely attacks the target using its entire body."
Horsepower is simply a unit of measurement. And obviously, the attack visuals are not exactly accurate depictions of what the move is actually meant to be (just look at most kicking moves, which show a human foot despite no Pokemon having human-like feet). Its just a non-literal visual flare. And though it is given to many horse-like Pokemon intentionally, its still a much simpler move than you would think.
Therefore, yes, it makes perfect sense that all of those Pokemon would be able to learn High Horsepower.
Time for some logic behind some of these movepool choices.
Grimmsnarl/Growlithe: Snarl and Growl, as with nearly all sound based moves, work by being a sudden change in the disposition of the pokemon using it. Grimmsnarl as the name implies is nearly always snarling meaning it loses out on being an unexpected sudden change. Similarly Growlithe, being in a constant growl, would have its growl ultimately ineffective.
Swablu: with body slam despite its weight being equal to a pineapple: Coconuts only weigh about 1.4 KG and by them falling kill roughly 150 humans per year.
Aggron: These bad bois just lay on their back and use their Iron Tails like trolling motors. So, 10/10 that is a good boat.
Revavarroom: Based on their design the weight is mainly in the back. If one were to attempt a high speed U-turn, centripetal force dictates that the back would not be able to turn as sharply causing it to go spinning out.
High-Horsepower: Every pokemon mentioned has part of their design that can leave a horseshoe shape imprint on its target.
Camerupt: Clouds form via water vapor sticking to dust particles in the atmosphere, volcanic erupts tend to send a lot of dust into the atmosphere.
Ho-oh: Granted the legendary beasts great power on being revived. Revival Blessing only brings back one pokemon at half health. Asking for a god-like being easily capable of resurrecting someone stronger than they have ever been too, try CPR instead would be extremely insulting.
It's almost as if ho-oh used it's sacred Ash to revive them

@@Straven93Exactly, Sacred Ash's existence as an item in pokemon which Ho-Oh holds when being caught between generation 2~7 & fully revives and heals your entire party is reason enough for Ho-Oh to not need a much inferior form of revival. It hasn't existed since gen 8 because Ho-Oh has been using it to bring the pokemon lost through Dex-it back into the games.
High horsepower has nothing to do with horseshoes, the moves description read, "The user fiercely attacks the target using its entire body". Its basically a form of slamming full force into someone. All of the pokemon shown have a good reason as to why they'd slam full force into someone
Struggle Bug's description: "The user attacks by struggling against opposing Pokémon. This also lowers their Sp. Atk stats."
I see no reason why most Pokemon wouldn't be able to learn this.

Hippopotas couldn't learn Dig in D/P/P (only got it in HGSS), despite burying in the sand being its line's whole shtick.
Heliolisk took 3 generations to access Solar Beam and Sunny Day despite being a walking solar panel.
Rotom was never able to learn Cut. In older generations where you could still use Cut to remove tall grass patches, you still could not use Rotom-Mow to cut the grass, despite it being a living lawnmower.
More classic ones include Zubat being able to use Mean Look without eyes , or Wooper in Gen2 being able to use Dynamic Punch without hands.
I always thought in zubat's case, mean look was "look" in the "steal his look" sense, so rather than looking at the opponent in a mean way, it makes itself look mean to its opponent.
3:24 Erm about the moth thing☝️🤓. If you ever grabbed one irl and looked at your hand you'd notice small hairs on it. So it sort of makes sense on how it could use feather dance, but in this case it wouldnt actually be feathers.
Note: Not sure if theres any species that DONT have that weird hair stuff, but the ones I've grabbed do.

Grimmsnarl makes sense, the move Snarl is snarl as in scream, but the snarl in Grimmsnarl is snarl as in entangling.

from my understanding steel wing was not originally tm51 in Gen 5 and in later Generations steel wing became tm51 but they never changed that in their moveset code

Raikou getting Scald in gen 8 is weird, so weird that you could argue that it wasn’t intentional… until you realize that Raikou still gets Scald in gen 9. You know, the same gen that took Scald away from many Pokémon.

You could argue that because Copper is conductive, this is why she can know Supercell Slam, but this is the only Electric type move she can know by TM.

I also thought that the reason why it can't learn it is because normal Kyurem can't learn it to begin with so why would Black Kyurem be able to? Just look at normal Kyurem's tiny arms, what is it supposed to punch with such tiny arms? It's kinda based on a T-rex hence the tiny arms. That was always my reasoning and it kinda makes sense.

sacred sword was given to kartana and then to oshawott line in gen7 as well as aegislash himself in gen6 before it then got given to Gallade and Chien Pao (fittingly) so it kinda already lost its signature move completly, however its not unheard of legendaries stealing signature moves of ''common'' pokemon, take Lunala learning Nightdaze for example. honestly it feels kinda cool in theme, but balance wise and uniqueness factor wise its indeed kinda lame, but at the same time some signature moves should had been a regular move to be given to a lot of mons who desperately need something like that.

Growlithe not learning Growl is a result of translation, Because in Japanese, Growlithe is called Guardie and the move "Growl" is called "Cry",
so the two aren't related in the native language.

To be fair about the move High Horsepower, it’s about something that’s super strong and the attack SHOWS that it’s horsepower specifically. So it could like attack with a strong slam or kick. Doesn’t explain why Barboach can learn it though, unless it’s really strong.
And often times, Pokémon can have abilities outside of their moves in the anime. Ho-Oh being a prime example.

For all the “this Pokémon’s name is this but can’t use this move” ones: the Pokémon are named in Japanese. Grimsnarl’s name isn’t grimsnarl. So no it doesn’t learn snarl. The move snarls isn’t even actually called snarl. We have to stop looking at an eastern product through a western lens. That just doesn’t make sense. It makes a bunch of easy to produce bad arguments that don’t need to be backed up by anything.
Same with their bodies. Of course wingull the sea bird with no neck can’t peck things. Of course seedot who spins like a top can create enough wind to remove fog by spinning. Of course fearow who has a long beak and a long neck and frail body would rather use pecking moves instead of slamming its body into enemies in a way that causes recoil.
And yes Aggron the gen 3 rhydon can surf even though it’s heavy. Cruise ships are heavier. They still float. Submarines are heavier and made of metal.

Isn't the "snarl" in "grimmsnarl" the version which means a tangle, to allude to its tangled locks of hair?
Fearow is often kind of treated as the heel of bird pokémon, so I'd imagine it wasn't given brave bird due to the developers having it pegged as a dirty coward. And at least aggron's getting surf isn't as ridiculous as rhydon's getting it, with its compound water weakness. I have to imagine they were given it with the attack in mind more than the utility, as a kaiju creating a tsunami seems pretty easy to picture. Neither aspect of the move really explains audino getting it, though. Why would a bunny doctor sprite be able to ferry people on the water and/or summon giant waves? I'd say that's weirder than raikou using scald, it's part raincloud, and anyone who's owned an electric kettle knows electricity can heat water.
I can't explain most of those users of high horsepower, but orthworm at the very least is part vehicle, and vehicles are described as having horsepower. I'm not sure if that actually includes subway trains, but ehh, close enough, right? Similar to how someone probably decided that frosmoth's antennae were close enough to feathers for it to use feather dance. And I guess keldeo's being just a colt means its horsepower isn't high enough for it to get high horsepower.
And as for the legendaries, ho-oh probably doesn't get revival blessing because what ho-oh does changes the species of whoever it's reviving, so it wouldn't make sense for it to get a move which brings a pokémon back as the same kind of pokémon. Zamazenta's shield is actually a rusted shield, not a king's shield, which is a move of aegislash's which is pretty strongly tied to its signature ability, so that's probably the reason zamazenta doesn't get it. Though yeah, the developers clearly threw all reason out the window designing zacian, that thing is just plain ridiculous.
