I'm going to ask, I have found more success with pop migration in 1.8 by removing migration controls, rather than liberalizing the citizenship law. I'm not fully sure if this is something that's been replicated.
You couldn’t build more construction sectors, cause it actually was at 15 not 13, just 13 in your nation, but the state of saxony is split with the other small Saxon states, so two of those build some too.

22:50 surely you always take railway research over the resource throughput, it's one of the most important techs in the game, especially as a landlocked nation
It really just depends on how far you are from it, you only need railways once you start running out of infrastructure, and I timed this run pretty well, getting railways just as infrastructure was becoming a problem.
I get your point but I personally value 40ish weeks of active tech research much higher than a timed throughput modifier. Even if you don’t need the specific tech, you’re basically getting to any higher tier tech 2000 innovation faster which I think is really strong.
For sure, both options are really good, I usually go with the throughput bonus for more money overall that I can use to snowball faster, but the 40ish weeks saved on research is still really good.
Because some cultures will reach higher levels of acceptance, they will begin to support movements to enact stricter racial laws. The result is that you end up with minorities getting upset if you want to give them higher acceptance, making it impossible to enact multiculturalism. The only way to prevent this, is to be intentionally racist until you can switch directly to multiculturalism.

I wouldn't be surprised by this, ideally you want to do both but no migration controls can be difficult to get, same with multiculturalism.
