Officer-Involved Shooting on 8/13/2023

On 8/13/2023 around 8:15 a.m., a Field Training Officer (FTO) and an Officer-In-Training (OIT) on her first day on patrol stopped a BMW near 6700 S. Victor Ave. for not having a license plate on the vehicle.
The suspect, later identified as Edward Pulley, did not have a driver's license and gave the Officers a fake name.
When the Officers attempted to detain the suspect, a struggle ensued and the suspect attempted to retrieve his pistol from his waistband.
The suspect's pistol discharged, striking himself and one of the Officers. Due to the suspect's actions, the other Officer fired a round at the suspect, hitting him in the torso.
The suspect was given first aid at the scene from the Officer who was shot, the Officer-In-Training, and other responding Officers.
The Officer who was shot was taken to the hospital and has since recovered.
The suspect, Edward Pulley, was also hospitalized and has since recovered.
Edward Pulley is currently charged with:
- Assault and Battery with a Deadly Weapon
- Possession of a Firearm AFCF (After Former Conviction of a Felony)
- False Personate Another to Create Liability
- Resisting an Officer
- No Driver's License
- Unlawful Possession of Methamphetamine
A trial for Edward Pulley is set to begin in April of 2024.
All of the evidence in the case was submitted to the Tulsa County District Attorney's Office. After reviewing the facts of the incident, the District Attorney's Office ruled the shooting by the Officer to be justified.

DeleteLawz completely misrepresented this video. He pulled a gun and shot her in the foot and so she shot him. He made it seem like they shot him for no reason by editing out where he says he has a gun and shoots her in the foot. According to news reports, Pulley grabbed a gun in his waistband during the struggle. He either pulled the trigger or it went off hitting him and the training officer (in the foot). The trainee fired a shot but missed Pulley, then put her firearm on the ground. In early 2024 he was sentenced to 40 years in prison. As someone in the comments mentioned, the female trainee was likely a diversity and inclusion hire. If Pulley had not accidentally shot himself, the situation could have turned out very different.
That wet sound was the suspect puking seconds after he was shot from the stress of the situation. You could see it in the video. That was gross.
I’d like the police to nail the idiots that think the far left hand lane is the autobahn in Florida and you can do 90-100mph. This is another “law” that is completely unenforceable to have any affect on traffic in any state. The time he spends pulling someone over could be better utilized instead of pacifying the race car drivers out there that feel they have to do 10+ over the speed limit to get somewhere.
Fast drivers don’t cause road rage. Slowpoke fucks do.

So what was the initial reason for the stop? I don’t see in the video why the officers had RAS to detain him. Vehicle came back clean did it not? I’m just not sure what justified the officer going hands on with him, and if that was not justified, then he was perfectly within his rights to defend himself from an illegal seizure, is he not? Not lookin for an argument, I just don’t see where there was a legal reason to attempt to grab him and likely put him in handcuffs. I support officers but I equally if not more so support every americans right to be treated lawfully.

I don't completely agree with the yellow light code in Tulsa. Many times, I've been behind semi, can't see the light, and have been in the intersection when it turned red. Also, when traveling east in the morning or west in the evening, you can't always see the yellow light. Yes, you should slow down and be prepared to stop on yellow. But you shouldn't stop on yellow. But I was always told, if you are debating whether you should stop or continue at a yellow light, just go, because you don't know what the vehicle behind you is going to do especially if the vehicle behind you has a longer stopping distance than you. It's better to enter on yellow than be rearended on yellow.

As a longtime PhD-level Forensic Psychologist, I analyzed this case on contract with the Tulsa County District Attorney’s office. Based on several empirical observations of Edward Pulley’s history, behavior, and assessable thought processes/traits, I submitted a report to the DA that included an estimate of Pulley’s IQ. I evaluated his IQ to be in the low-to-mid 70s range, which would classify him as borderline mentally retarded. As I revisit this bodycam footage today, I feel renewed confidence in my initial assessment.
