10-25-2021 Tulsa Police Department Arrest of LaDonna Paris

  • We understand that there is concern about how the officers conducted themselves in this situation, particularly when speaking amongst one another beyond the suspect's hearing.
    To be transparent with our community, we are sharing all of the videos from this incident for people to review the unedited versions.
    All videos that fall under Oklahoma Title 51 24A.8, are available to the public through an open records request.

    On March 29, 2022, the Tulsa Police Communications office received several inquiries from the local media in reference to the arrest of LaDonna Paris that took place on October 25 of 2021.
    Most of the inquiries stemmed from a social media post directing people to a UA-cam channel that had an edited video of an Officer on the call. One inquiry originated from a City Councilor asking a local media group to give the matter attention.
    Incident Synopsis:
    On 10/25/2021 we were called by employees of the Re-store located at 1234 S. Norwood in reference to a woman who had locked herself in the bathroom. The employees told officers that she had been in there for 4 hours and she left a dog locked in a U-Haul that she arrived in.
    They told the officers that she was not allowed to be in the bathroom, and they wanted us to remove her and tell her that she wasn’t allowed to come back on the property.
    Officers requested our Community Response Team respond to the location to assist with Paris, unfortunately they were busy on another call and unable to respond to the location.
    Officers spent 15 minutes talking to Paris through the door telling her that she needed to come out of the bathroom. While the door was locked, it was not beyond the capabilities of the Officers to force their way into the room. The officer continued to attempt verbal coercion and rattling the door to get Paris to comply with the lawful order to come out.
    After 15 minutes Paris said she wanted to the Manager to tell her that she had to leave, the officers got the manager on speakerphone and told Paris that she had to leave, but Paris did not believe that it was the actual manager on the phone and dismissed it.
    After 17 minutes, the officers recognized that Paris had been spraying an aerosol can and had a lighter. Officer secured a fire extinguisher started to formulate a plan to bring another officer to the location to help secure Paris, not knowing what Paris had on the other side of the door.
    After 21 minutes officers formulated a plan to make entry into the room and immediately control Paris’ hands. One Officer told Paris to open the door and come out now, when Paris did not open the door, she activated her taser to make an arc sound hoping that that auditory stimulus would prompt Paris to open the door.
    At 33 minutes a third officer arrived on scene and Paris still refused to exit the bathroom, the officers formulated a plan to enter the room and secure Paris. While the use of OC spray was discussed the officers chose to not use it and try to control Paris’ hands instead.
    At 34 minutes officers made entry in the bathroom and quickly took Paris into custody. Paris did sustain a minor injury to her face when officers were taking her into custody on the floor of the bathroom.
    EMSA was called to the scene and they tended to Paris’ injury.
    Officers spoke to Paris for several minutes outside of the location without incident. When they attempted to get Paris to sit in the back of the police car, Paris actively resisted and kicked one of the officers.
    Paris was transported to Tulsa County and did not offer any additional resistance through the course of the booking process.
    The video that was sent to my attention is edited down from 90 minutes to just under 6 minutes.
    To be clear, the banter between the officers outside of the presence of the suspect can be received as unprofessional and has been addressed with the Officers.
    The overall actions of the Officers and the way in which the call was handled is within the policies of the Tulsa Police Department.
    In summary, we were called to a location by staff to remove an individual who was trespassing. The suspect used an aerosol can and lighter in an unsuccessful attempt to set a fire. Officers attempted to call our Community Response team to the location, but they were unable to respond. After 34 minutes of unsuccessful verbal coaxing, Paris still refused to open the door and surrender. Officers forced entry into the small bathroom and quickly secured Paris with minimal force. When loading Paris into a vehicle, she kicked an Officer. During and after transport Paris was compliant with Officers.

    The lady officer saying "we weren't trained for this" actually hit the nail on the head. Call mental health professionals for calls such as these. The cops are not trained properly and, clearly, some are void of compassion and understanding.

      its always great to yell for some sort of social worker or mental health professional - until someone who is having an episode like this becomes violent. Does it suck that situations come to this? Yes. But is it better to be aggressive enough to limit injury vs allow a non leo to approach a situation and be met with violence? To almost any extreme, also yes. The real issues are that people can't understand, or want to, that every situation like this can go from 'grandma is having a bad day' to 'Woman having mental breakdown kills/injures person trying to help'. It is never clear - until after the fact - to what level a person can or will take a situation. LEO's using a correct level of force to stop the situation before it gets worse, is the best, fastest, and ultimately safest solution.

    These are the incidents that earn the hate. Congrats. If the officers aren't publicly disciplined, it will make it very clear to the citizens you serve that this is the acceptable culture within your department when dealing with 70 year old women experiencing a mental health crisis.     Your officers “coaxing” wasn’t professional at all, doesn’t matter that it’s “with policy” that just clearly shows how out dated policy is. Theses officers were acting unprofessionally while “attempting” (and even putting attempting in quotations is being extremely nice) to assist someone who is clearly in need of mental while also being filmed it’s disgusting. The fact that you department is so accepting of this shows the failure in leadership within that department and retraining is needed from the top down

      I think the first officer was doing his best. It was the female cop who quickly escalated things and the other ones just stood by and let her. SMH Is she white? The other cop is like wth I don't know, you could hear in his voice he didn't get the point of that question.

    I don't think that was all outside of hearing distance lol. They were literally just outside the door boasting about how fun this will be and rattling the door like psychopaths. The fact that you reviewed this and found no issues shows their needs to be a leadership change up. You guys knew she was having a mental episode after the fact yet instead of getting her help you stacked a bunch of charges and took her to jail. She needed help, not jail. Also you say this was all handled properly yet the officer didn't disclose any of the mental issues that ems told her in her report? Your response is dramatically downplaying the incident. Officers need to be fired and the one who decided this could all be brushed under the rug by just "speaking with" the officers instead of actually disciplining them needs to also step down from their leadership position.

      They spent a good 10 minutes or so trying to work with her. It wasn't working, so they tried a different approach. They can't just stand there all day, the world doesn't revolve around her. Tulsa has a population of 400k and there's other calls they need to get to. Also from my experience dealing with individuals like this every day, there's a LOT of people where every day is a crisis according to them. This seems like it may be one of those deals. It's just a revolving door, they'll continue to get arrested or picked up by EMS, sent to a facility, discharged, and repeat. How much time is a police officer supposed to spend on these people? It's not their job, they have just enough training to hopefully identify and get far enough to hand them over to someone specialized in that field. She was a repeat, banned trespasser, locked herself in a room, was trying to shoot flames at police officers. They did what they could, ended up having to remove her from the room, and took her into custody quickly and with as minimal injury as they could. I don't see what the problem is.

Harassing, escalating, and belittling a mentally ill 70-year-old woman while laughing about how much you love terrorizing is definitely "received as unprofessional.” You all earn the distrust you have caused in this country, and you seem to be doubling down. They spent over half an hour trying to get her to come out of that bathroom as she was trying to set the place on fire and threatening them. Now that I've seen the full video I don't see any issues here.

      Only speculation but what if she was in their smoking that spec.... And lost track of time?and then let herself get scared.
      the way they were laughing and being careless with those electrical devices around flammables tells me this was not about safety or doing what's lawful and right. They knew she was elderly and yet tackled her like it was the NFL. In jail a month and no charges. Pretty sure they were holding her to keep the medicals from seeing her shape.

    Imagine if an officer came with a super kind and calm voice, said they’re there to help her feel better and be safe, asked her what she is feeling and why, offered her strategies or information to calm her. And I haven’t even had a SECOND of interpersonal and deescalation training I’m just a normal, empathetic, thoughtful human being???. These “officers” should have ssooooo much education and experience in that.

      It's shocking how little training police get. Don't even get me started on the education level required. Seems like they're literally only trained in smash and grab tactics similar to what the smash and grab thieves use. Get in, secure, get out. Whether the "perp' - everyone's a perp to them - is 7 or 70. Now being too empathetic can get you killed, even in a situation like this but putting six year olds in handcuffs and flipping the elderly on cement is insane. They could have bashed in that door to a woman who had a knife, I get it. But she said she wanted to speak to her niece. Okay so why couldn't they take a minute to actually call her niece to find out what was going on? Maybe her niece lived nearby and could have gotten her out in a matter of seconds. Or use language like you suggested to see what they got. They were in no imminent danger and EMS in the very least should have been called. Also if Mental Health Services were "busy", well then they should have waited for them. There was no rush. And that female cop, flat out needs to be fired. She's a loose cannon with her wording, jokes, threats and why did it matter if she was white? How was that a relevant question to the situation at all? Disturbing. I would NEVER want her to come to my home to help. Not ever.

      Imagine being those police officers and they're dealing with this woman on a repeated basis. There's Calls multiple higher priority calls holding. Such as an assault and battery in progress sex abuse crime armed robbery, threat in progress. Should these officers spend another hour there with her trying to coax her out? or can they deal with the problem and respond to the more serious crimes? Because at the end of the day people will complain that the cops did not show up to their armed robbery in progress call fast enough because they were dealing with this woman and three officers which is a large portion of their squad we can't have her cake and eat it too. If you want officers to spend hours with this woman don't complain when your car gets stolen and officer is not there for 4-8hours because they were dealing with a mental patient. And yes transporting a mental health patient doing a report etc finding them to bed takes 4 to 8 hours.

    UPDATE: Tulsa PD first refused to launch an investigation but then relented; however, they still refused to make the results public violating Oklahoma state law. In any case, none of the officers were disciplined and 2 have received pay raises since. The old lady is suing the police department and an ONG is suing to obtain the results of the investigation.

      If you take every call that seriously, your blood pressure is gonna be so high that you'd die. Police officers are humans and they are allowed to laugh just like everybody else. If you can't see the humor in the job, you're in the wrong profession. Sure, this one could be cleaned up a bit, but when you're wearing a body cam it's inevitable. I'd like to see all of you idiots in this comment section wear body cams at your jobs...if you even have one.

    I'm a social worker who's worked with persons w/ a variety of mental illnesses. Been doing this for 15 years now. There's nothing that's ever fun about having to try to de-escalate a person who's having a mental health crisis and who may very well pose a danger to themself or others while they are experiencing said crisis. Nothing fun about that whatsoever. Never. Not even once. There's also nothing fun about the person being scared that they might be brutalized by police officers who are there and who should be trying to assist and de-escalate this type of situation instead of needlessly doing things to escalate it into violence. At the very least, worst case scenario these officers need to be fired immediately for their lack of compassion.

      So how would you get her to come out? They were super nice at the beginning, for about 10 minutes, and it wasn't going anywhere. How much time should they spend at a call like this? And no, this is not a crisis. I guarantee that woman's entire life is a crisis in her mind and she refuses to get treatment. People who are unwilling to help themselves are impossible to help.

      Where is your compassion for the officers? Do you understand most people deal with 2-3 critical incidents in a ifetime. Cops face 800-1000 over a 20- 25 year career, you don't think that effects them?     No, rattling the door and laughing at her were not within policy. It was escalating and antagoning conduct toward a mentally unstable person, done for personal enjoyment. (This is gonna be fun, she said). She should have been fired for conduct unbecoming an officer and violation of de-escaltion policies. You can cover for them in writing, but not in reality. Now the public knows the apples are rotten all the way to the core. Btw, retired law enforcement here who taught arrest, search and seizure classes for 23 years…..you can ignore me, but you know im correct.

      Well time to come out of retirement Jack because people aren't lining up for these jobs. I agree with you there's some additional training and discipline to be done here but that's it. I'm willing to bet during your career you weren't wearing the body cam the whole time. Think back to when the stuff hit the fan on that one call. Did you handle it perfectly? Are you God's gift to law enforcement? These are probably good officers that made a mistake. That can be fixed. Pump the brakes and get off your high horse.

I'd back them up if I was the PD, mandate additional training and possibly a couple suspension days. That's probably not enough to gratify the bloodlust of the media and woke internet trolls and that's ok.

    Let me see if I understand this video. The two cops claimed the woman was spraying aerosol and trying to ignite it with a cig lighter. (By the way at the same time the cop is playing with her taser by dry firing it on the other side of the door.)
    But, they didn’t call the fire department to stop the fire should she succeed.

And you have excellent points about the fire department being called. Also if mental health services was "busy", why didn't they wait for them, they clearly had two hours to waste.     IF they seriously thought the lady was trying to burn the building down they would have called the fire department right away. Over an hour later they decided to call the fire department to try to determine if she did in fact try to burn it down.

    As a social worker who has been in many crisis situations, this is disgusting. Escalating the situation and scaring someone who is already and clearly does not have the capacity to understand what is going on is abuse. Police get mud thrown at them when they are too mean, too nice, too serious, not serious enough. They aren't robots and to sit back and judge how they should cope with the different aspects of their job is completely ignorant. You can complain about how "nobody wants to be treated that way" but nobody wants their bathroom taken over for five hours by someone whos not suppose to be there. nobody wants to deal with someone completely belligerent because they decided not to take their medication. Police don't get to make that choice. It becomes their problem and they have to deal with it.

    After all that and they still brought her to jail???? Even when the paramedic confirmed he saw her earlier that day and tried to get her to go to the hospital and even got his supervisor there but she took off. She really shoulda been forced into a 72 hour hold cause after standing outside the store with her all that time, it’s obvious she is in a manic state. It’s heartbreaking cause you can see the paramedic really cares about her and tried to calm her down and told her take deep breaths. I wish I had been there. I’ve been in this same mindset and full blown manic with delusional wand disorganized thinking. She’s non violent too. She’s actually seemingly like the sweetest older lady. I’ve been treated like shit by cops too so it makes sense why she didn’t come out. Police aren’t equipped to deal with this stuff and evidently need more training but all you need is a little compassion and it goes a long way and all this coulda been avoided. By attacking a elderly manic woman to the ground who was never even violent but paranoid and scared is disgraceful
    Edit: the dog was thirsty yes and in a car with the windows up but honestly that pup was perfectly fine and you can tell was loved and healthy. She’s not well and that dog wasn’t being neglected or abused. She couldn’t help what she was going through and y’all made it worse.     Maybe I missed something but in all of the time spent (was it 5 hours), no one could call the mental health organization to come out and help her? Trying to figure out why she was tormented, attacked and arrested when she clearly was sick and needed mental health professionals not cops??? Cops go from call to call where minutes before themselves or a partner is getting attacked physically by some idiot, then the next call is a simple parking complaint at times on a daily basis. Most people would end up in therapy and posting endlessly if they got attacked traumatized for months/years on end if they encountered just one intense call cops went on. In fact, many make some dramatic FB post just because they get pulled over for speeding and receive a ticket, then recount the "tragic events" of the traffic stop for years to come to whomever will listen.
      Cops instead stoically just respond to the next call and crack a remark to undo the stress of the work they do on scene.. That is how it is when at a higher call volume agency.
      Stack on the other BS of officers decorum, yet the police did their job professionally there, which means handling business and moving to the next "crisis" Karen calls in.

    It's not pretty. It looks horrible. A citizen who when paramedics offered to take her to the hospital refused and drove off went into private property and locks herself in a bathroom for an extended time. When police are called to have her removed from property, they call for the mental health response team but it was busy with another call. Police do what they are paid to do and finally, after an extended amount of time, kick the door in injuring the woman and handcuff her and remove her. The "shop talk" of "this is going to be fun" and the giggles etc along with the discussion of what charges are applicable is all really standard - it's not pretty, Grateful we all don't have a camera and mic strapped to us so every moment can be reviewed by the world at-large. But because it's all recorded we get to see it. The key take always are that Tulsa needs more funding for more mental health response teams, the officers need to remember that, unlike other professions, a microphone and camera are capturing all of the "shop talk" so they need to really be on-guard and Tulsa PD, in accordance with state law and their own policy need to release details about the investigation to the public. Police work isn't pretty, it's down-right horrific to see what it actually looks like to legally deprive someone of their freedom and take them into custody. But this is the job, this is reality, it's horrific to see, wouldn't want my mom or grandmother or anyone's mom or grandmother to be videoed in that condition. But I really don't see anything wrong with the actual actions of the PD. The situation is sad, optics or horrid and the reality is that if you want your loved one treated with care, compassion, kit gloves and gentleness then you better do it yourself or get them the help they need because if you or someone else call the police, they will do what they are trained to do and it won't look pretty and it won't feel good. If you want a different reaction than you see in this video then change the policy makers, change the policy and fund more mental health response teams. For me, 65k-70k isn't enough to have to do the job with a camera and microphone and an entire world looking in Sunday morning quarterbacking my every comment and every move.

    I’ve been knowing Ladonna all my life. She’s the sweetest person. My heart hurts for her right now! I pray the Cummings family sues them and I hope the officers are fired!!! And give her some water for the love of God!!

      Wow, Ladonna seems so sweet too. Just battling some mental health issues but NO ONE deserves to be treated that way. Please tell me how she is doing now, my heart hurts so much for her. I've been crying as well because she's just a beautiful soul and it makes me furious how she was treated that day.

    I've watched all the videos, is there any real evidence that she is trying to start a fire?
    All I heard was the cop say that's what she's doing without ever actually seeing her with the can and the lighter in her hands. If she was actually trying to start a fire, there would have been one with the amount that she was spraying, there certainly would have been an explosion with one spark. The woman said she had diarrhea, maybe she was simply trying to cover up the smell, excessive yes, but obviously the poor woman is not thinking properly.
    This is disgusting, these cops treated her like a piece of garbage.
    In the end after being terribly mistreated for over a month the judge dropped the charges so obviously she was not trying to burn any cops or start a fire!!!
    The female cop is a brute, she should never work in law enforcement again. Unreal!!!
