I'd personally devolve Gengar to Haunter because while it is a trade evo, I feel like it'd be early, however Dragonair seems early given dratini's level needed to evolve is 30, even if you say Lance cheats, I don't think something that strong at that point in the game would be fair

So are you basing this on gen 1 or gen 3. You kinda have too do it gen 1, else it doesn't really work, because gen 3 are remakes, which means a couple of the movesets also don't work, because those move didn't exist in gen 1 yet + if you base in on gen 3, Lance being the second gym leader is kinda impossible to defeat as well, especially with Twister and Water Pulse in its arsenal. For Blue, Pidgey is bascially the only mainstain early Pokemon on his team, so it kinda has to be Pidgey+starter. Even so... i think Dragonair being the ace of the second Gym Leader is a little bit OP, considering you starter is pretty useless (Dragon resisting the starter types + Electric won't be usefull either). I would instead go for Dratini being the ace and Horsea being the starter he uses. The problem with Gengar in particular in this instance is not only the stats... Early Game Kanto primarly uses Normal/Poison types... so its pretty much impossible to defeat Gengar (Especially since Bite is the only accesible Dark type move at that point of the game, which out of the starters is especially a problem, since only the Squirtle line can learn it naturally - Rattata doesn't have acces to Bite at all until gen 4 (As a level up move, you can still breed for one) - so the only Pokemon you have available at that point if you haven't chosen Squirtle as your starter, are the Nido's and the Zubat line and depending on the version - Ekans line, Growlithe line or Meowth line). Thats particularily problematic for Ghost type this early in the earlier generations anyways... but in this instance i think using Haunter instead of Gengar is the better pick. Haunter isn't as fast, which means you can also rely on Drowzee/Abra here...especially since they would get outsped by Gengar and then OHKO'd by the 80 BP Shadow Ball, while they themselves are stuck with Confusion/Psybeam and while you have acces to Dig at this point... its not viable at all because in this point in time, the Gengar line still uses Levitate as the ability. Hitmonlee/Chan are probably a little bit OP for this moment of the game too... but i have less off an issue with them being included... because at this point in the game the player themselves have proper enough counters against Bruno that it shouldn't be much of an issue to defeat him. Maybe the only change i would make is instead of Machoke, make it Machop, that would make the fight even more bearable. Other than that... i don't have any issues at all with the rest.

Why would lance have a dragonair thats 10 full levels. Thats a stretch most a pokemon trainer has had a pokemon under leveled was 6 level

So the elite four and champion can be taken down with 2 poekemon, ground and rock specialists and water or grass specialists with a couple of off type moves to clear the odd pkmn

Tbh it would be cool if after beating the elite 4 they would randomly switch people around between the gym leaders so you never know who your going to fight. Would bring so much to the end game instead of them pumping you with all the fucking legendarys and god himself for the 3rd game in a row

I think it’d be a neat idea if after you beat the elite 4 you aged a few years and get to move from the junior league to high school league and get to re do it with access to more areas and new events and harder challenges then you move to the adult league where all the gym leaders are fully leveled with full teams and max movesets just like a actual adult who does this for a living would have. Once that is done maybe you could go to the new story line of why did they train these kids in battling and have adults referencing a big war where as a solider you have to go and end the war sometimes battling 3v1 or having traps go off like hidden electrodes using explosion at the start of the battle while they still have 6 full go pokemon

Onyx because its his signature pokemon... the Omastar is a nice unique Water type... switch the Aerodactyl (give that to Lance instead of the headfuck dragonair) for a badass Crobat given he caught Zubat in the anime... then as a proper wall give him an OP Clefable given his breeder background as well as a Jolteon (a breeder would have a nice Eevee to evolve) so...
