Yeah, not very much like mapping an ancient carburator on a china moped using nose, ears and ass on the saddle dyno.

2:35 you say "with a few inexpensive modifications" like a slip on doesn't cost 500 dollars and a dyno tune doesn't also cost about 500 dollars. That's after spending 12,000 dollars (after taxes and fees). No, idk if the bike is worth that. Screw emissions, screw noise. The bike should've come with it's full power, or they should've just not bothered. "The government made me do it" is a cop out. If kawasaki won't cover the costs of restoring the bike to its full power, then it's a full rip-off.

5-6 horsepower north of 11,000 rpm (Panigale vs S1000RR) isn't as dramatic as you speak of. It's more, but not dramatic, especially if weight is similar, rider size and weight are similar. I appreciate the ECU services you guys offer but sometimes the things said on video are embellished.
