@Grace Kruse I'm gonna help out on this one. The reason the play continues and the player isn't down by contact is because the receiver never had possession of the ball. He failed to get 2 feet down and make a football play (i.e. move the ball forward or maintain possession while going to the ground). The play is treated like a tipped ball. That will, 100% of the time, be the case for failure to secure the catch. If it's not intercepted there, it's an incompletion if the ball hits the ground.
